The HR Manager oversees the HR Business Partners and Benefits &amp; HRIS Specialist. This role manages Employee Relations, Recruiting, Benefits Administration, HR Information Systems, HR Policies &amp; Procedures, Compensation Plans, Employee Handbook, Leave of Absences, Job Accommodations, Workers' Compensation and Return to Work programs. Provides HR expertise on HR Data and Metrics, Policies and HR projects. The HR Manager is a key driver of HR process improvements and must possess the ability to effectively lead and manage improvement projects to streamline processes to increase efficiencies and effectiveness.

Work Schedule: Monday through Friday, 8:00 a.m.-5:00 p.m.
Salary: $110,000- $135,000 annually. Exempt position. Subject to experience and qualifications.

Responsibilities:
 Supervisory Responsibilities:<ul><li>Oversees the daily workflow of the department.</li><li>Recruits, interviews, hires, and trains new staff in the HR department.</li><li>Serves as the back up to the Chief People Officer and provides coverage for direct reports as needed.</li><li>Provides performance feedback and manages the performance evaluation process for assigned HR team members.</li></ul>
Job Duties/Responsibilities in collaboration with the Chief People Officer:<ul><li>Business Process Improvement: Experience with streamlining processes, workflow analysis and creating efficiencies.</li><li>Policies/Procedures: Design, oversee and maintain HR operational programs, processes, and policies related to key assigned HR areas, including benefits, leaves of absence, workers' compensation, job accommodations and benefits. Serves as a consultant to managers and staff regarding policies and procedures.</li><li> Project Management: Creates, manages and executes HR projects to standardize and strengthen the HR practice across the organization.</li><li>HR Metrics: Reports and monitors key HR metrics for assigned HR areas.</li></ul>
Other Responsibilities:<ul><li>Oversees the work of the HR Business Partners and Benefits &amp; HRIS Specialist, providing senior-level expertise and oversight.</li><li>Oversees all leaves of absence, job accommodation and workers' compensation cases.</li><li>Oversees the agency's Performance evaluation program and provides coaching, guidance and training to managers and employees.</li><li>Assists with oversight of the agency's pay plan by conducting periodic pay surveys; scheduling and conducting job evaluations; monitoring pay actions; and recommending, planning, and implementing pay structure revisions.</li><li>Maintains compliance with federal, state, and local employment laws and regulations, and recommends best practices; reviews policies and practices and makes recommendations to maintain compliance and applies recommended changes to the Employee Handbook and other HR policies and procedures as needed.</li><li>Participates in the annual benefits review and provides recommendations on plan design, offerings, cost sharing and other items as appropriate; Oversees the annual benefit Open Enrollment project.</li><li>Ensures proper oversight of the agency's OMV Pull Program, including monitoring activity and following up on violations with employees and managers in accordance with policy guidelines.</li><li>Maintains current knowledge and understanding of California and federal regulations, industry and regulatory trends, current practices, new developments and technologies and applicable laws regarding human resources.</li><li>Performs other duties as assigned.</li></ul>
Qualifications:<ul><li>Bachelor's degree in human resources, Business Administration, or related field, plus five (5) years of progressive HR experience or equivalent combination of education and experience.</li><li>A minimum of three years of HR management experience is preferred.</li><li>Demonstrated experience in leading successful HR process improvement projects required.</li><li>Certification in project management, Lean, Six Sigma or other process improvement programs a definite plus.</li><li>HR certification highly desired.</li></ul>
Required Skills/Abilities:<ul><li>Excellent leadership and collaboration skills.</li><li>Excellent presentation, verbal and written communication skills.</li><li>Excellent interpersonal, coaching and conflict resolution skills.</li><li>Strong planning, organizational, and project management skills.</li><li>Strong analytical and problem-solving skills.</li><li>Current Driver's license and proof of auto insurance.</li><li>Ability to prioritize tasks and to delegate them when appropriate.</li><li>Ability to act with integrity, professionalism, and confidentiality.</li><li>Thorough knowledge of federal, state and local employment-related laws and regulations.</li><li>Ability to demonstrate maturity and experience with interfacing with all levels of management and staff required.</li><li>Proven ability to build relationships and partner across functional lines.</li><li>Ability to work well under pressure and meet deadlines as well as adapt well to a fast pace and change.</li><li>Strong financial acumen and experience with budgets is preferred.</li><li>Proficient with Microsoft Office Suite or related software.</li><li>Proficiency with or the ability to quickly learn the organization's HRIS and other HR related systems.</li></ul>
