As the 1820 Administrative Analyst, you will provide assistance, under supervision, to Federal and State accounting operations, the General Ledger operations, Student Body Accounting and Accounts Payable accounting units. Staff in this role will perform tasks requiring research, tracking revenues for Federal, State and Local grants and public funds to ensure all activity is accurate and to capture activity for review and analysis in accordance with the

guidelines provided by the Grantor, California Department of Education, External Auditors, Generally Accepted Accounting Principles and Board of Education regulatory requirements. This level of performance by staff will assist the District’s accounting staff in meeting the pre-established reporting requirements and providing on-going assistance in monitoring budgeted funds and work processes that provide oversight of public funds received by the District.

JOB DUTIES BELOW

  • Assist higher-level Analysts in reconciling financial data to prepare billing or cost reports as requested by stakeholders, outside agencies, or auditors, under the supervision of a higher-level Analyst.
  • Assist higher-level Analysts with researching and tracking financial data from the General Ledger database. Provide support and training to lower-level Accounts Payable (A/P) staff for various A/P transactions.
  • Assist General Ledger staff with preparing reports and recording revenues and expenditures for specific accounting periods related to state, federal, and local accounting activities, including staffing costs, benefit costs, equipment purchases, telephone usage, and travel expenses.
  • Under supervision, assist the lead Analyst in researching and communicating state and federal legislative regulations that impact funding resources, policies, and processes. Participate in developing recommendations and determining analytical standards through discussions with the lead Analyst, supervisor, upper management, and staff when issues are identified.
  • Assist with the preparation and review of management reports, including compiling and evaluating information related to the District’s accounting operations. Assist with preparing presentations for the District Board, accounting management team, and internal and external stakeholders. Support the lead Analyst in drafting final reports and providing supporting documentation for management review.
  • Assist senior staff in conducting analyses related to the expansion of administrative programs and organizational policies and procedures. Upon request, assist in reviewing existing departmental policies and procedures and perform in-depth analysis under supervision.
  • Under the supervision of a higher-level Analyst, assist with gathering data for financial reporting and grant billing; collect information from the General Ledger and prepare documentation for financial reporting; assist in performing financial analysis and audits to resolve accounting issues in the General Ledger and ASB (Associated Student Body) accounting operations.


Minimum Qualifications

  • Possession of a baccalaureate degree from an accredited college or university


Substitution:

  • May substitute up to 2 years of the required education with qualifying full-time, professional-level experience in budget analysis, financial analysis and reporting, legislative/policy analysis, data analysis, or contract/grant administration. One year (2,000 hours) of qualifying experience will be considered equivalent to 30 semester/45 quarter units
