Job Description

Position Overview:

We are seeking a skilled and experienced Procurement Engineer with a background in Civil Engineering to join our team. The ideal candidate will have at least 5 years of experience and in-depth knowledge of fit-out and civil works. This role involves managing the procurement process for various projects, ensuring vendor prequalification, obtaining and evaluating quotations, drafting purchase orders, and coordinating with project teams to ensure timely delivery and compliance with technical and contractual requirements.


Key Responsibilities:

Vendor Management:

  • Identify and develop a pool of suitable vendors and contractors for civil and fit-out works.
  • Conduct vendor prequalification processes to ensure compliance with technical and quality standards.
  • Maintain and regularly update a comprehensive vendor database.

Request for Quotation/Proposal (RFQ/RFP):

  • Prepare and issue RFQs and RFPs for civil and fit-out works.
  • Evaluate vendor quotations based on both technical and commercial criteria.
  • Prepare comparative analyses to support informed decision-making.

Contract Negotiation and Purchase Orders:

  • Negotiate contract terms, including delivery timelines, warranties, maintenance, and payment conditions.
  • Draft and issue purchase orders (POs) in line with company policies.

Coordination and Approvals:

  • Collaborate with project managers and site managers to ensure alignment of procurement activities with project requirements.
  • Obtain necessary approvals for purchase orders and vendor contracts.

Documentation and Records:

  • Maintain accurate procurement records, including quotations, POs, invoices, and vendor communications.
  • Ensure compliance with company policies and relevant regulatory requirements.

Follow-Up and Delivery:

  • Monitor and ensure the timely delivery of goods and services as per agreed schedules.
  • Resolve any issues related to delivery, quality, or vendor performance.

ERP Utilization:

  • Utilize ERP systems to manage procurement workflows, track progress, and generate reports.

Financial Coordination:

  • Follow up on vendor invoices, ensuring timely processing and payment.
  • Verify and reconcile invoices against delivered goods and services.

Quantity Surveying Skills:

  • Perform cost estimation and budgeting for procurement activities.
  • Analyze project requirements to ensure accurate cost projections.
  • Prepare detailed bill of quantities (BOQ) for civil and fit-out works.
  • Conduct cost analysis and value engineering to optimize procurement decisions.


Qualifications and Skills:

  • Education: Bachelor’s degree in Civil Engineering or a related field.
  • Experience: Minimum of 5 years of experience in procurement, with a focus on civil and fit-out works.
  • Technical Skills:
  • Strong technical understanding of construction materials, methods, and standards.
  • Proficiency in quantity surveying, including BOQ preparation and cost analysis.
