Job Description

Our dedicated Commercial Management Team at RLB KSA is responsible for seeing a project through from the initial concept stages to completion. Their main task is to break down projects into stages, taking responsibility for monitoring and managing the programme, cost, quality, and risk of each stage of the project. We pride ourselves on the quality of our service to our clients and enjoy long-term relationships with them.

Our Cost Managers work in close contact with clients, advising them on all financial matters, project risks, procurement, and contract matters using our depth of experience to provide an informed opinion and solutions.


RLB is currently recruiting an Associate Director - Commercial, to join our client team in a Remote Location in Saudi Arabia. You will be responsible for leading a flagship tourism giga-project with a focus on post-contract cost management services.


Key responsibilities:


  • Assisting with the drafting of the tender documents, agreements and contract terms required in the process.
  • Assisting with technically and commercially reviewing and inputting into the selection and appointment of suitable consultants/contractors through the tender process for various.
  • Assist with the compilation and review of contract documents prior to execution.
  • Manage all commercial aspects of the relevant program/asset assigned to, including cost reporting on all aspects from design, construction, variations, claims and forecast estimates at completion. Administer contracts assigned to, including the following:
    • receiving and responding to correspondence,
    • recording, tracking and responding to notices, claims, etc.,
    • assisting the pursuit each and every remedy which the Employer may have against consultant(s) /contractor(s),
    • proactively managing the change management process in accordance with TRSRECI processes and procedures, as well as the mechanism set out in the relevant contracts,
    • lead and manage the preparation of the Taking Over Certificates, Final Statements and Performance Certificates upon completion of construction of assets.
  • Ensuring that cost checking and evaluation of work prepared by other team members is managed effectively across the team.
  • Management of cash flow forecasting at all stages.
  • Lead and manage post-contract cost variances and change control processes are managed effectively and in accordance with TRSRECI processes and procedures.
  • Lead and manage evaluation all variations, additional works, field changes, additions and omissions, and incorporation of the same with the monthly cost report.
  • Lead and manage establishing and maintaining the contract Change Log and Claims Log.
  • Ensuring the production of monthly cost reports for all assets and/or contract assigned to and presenting them to the division head.
  • Assist in assessing, evaluation and making recommendations related to any financial claim and providing the necessary input with regards to settling such claims.
  • Attendance at meetings and active participation.
  • Have knowledge of and actively participate where necessary in value engineering.
  • Ensuring that final accounts are negotiated and agreed in a timely manner after contract practical completion.
  • When required, assist the team during negotiations, arbitration, or any other forms of dispute resolution.


Person Specification:

The ideal candidate will demonstrate a positive proactive approach to the role and will be committed to delivering customer service excellence, with good commercial results.

  • Bachelor’s Degree in Quantity Surveying or equivalent related field.
  • Experience in the marine sector (preferred).
  • Membership of RICS, CIOB, CIArb equivalent relevant professional institution (preferred).
  • Minimum of (15) years of relevant experience.
  • In depth knowledge of standard methods of measurement (SMM7, NRM, POM(I), CESMM).
  • In depth knowledge of all major forms of contract (FIDIC, NEC, JCT).
  • High level of literacy skills in English.
  • Demonstrative verbal and written communication skills.
  • Excellent working knowledge of industry practices.
  • Previous experience in a contractor or cost consultancy practice in a similar role.
  • Previous experience in leading large commercial teams.
  • Handling of contractual frameworks and standard form of contract.
