Key Responsibilities:
1. Supports in estimate review and budgeting including generating the project budget using available Systems and coordination with Tender Department for any budget issues.
2. Responsible in monitoring and checking of cost control procedure implementation at store SIV/MRV/TV e.g. cost code, timely input etc. requisition follow up log, and consumption of major material items by maintain proper log.
3. Responsible in monitoring and checking of cost control procedure implementation in labour & machinery timekeeping using the time sheet system to review and pass time sheets. Conduct random checks on site labour allocation, activity duration and productivity provided by Site Engineers. Reconcile production with store quantity. QS payment, etc.
4.1 Responsible for requisition review, material, labour, equipment etc.
4.2 Responsible for bid comparison review.
4.3 Supports in the review of bid comparison over AED 100,000.
4.4 Responsible for petty cash review.
5.1 Responsible for Subcontractors Payment Application review including checking against cost code, budget, EV etc. Coordinate with the QS to report to the Accounts for the Suppliers/ Subcontractors monthly payment.
5.2 Supports in the review of S/C monthly payment over AED 100,000 against cost code, budget, EV etc. Coordinate with QS to report to Accounts for Suppliers/ Subcontractors monthly payment.
5.3 Responsible for checking of internal and external invoices, code, rate and amount.
6.1 Responsible for Monthly Labour & Machinery Report, analyze, forecast and action overrun which includes:
a. Collect/ calculate and input actual cost, earned value and planned value in the purpose-made database program.
b. Analyze performance using index and variances. Identify excessive differences between budget, actual and planned productivity in terms of money and time.
c. Forecast cost for each breakdown structure CBS item exceeding 25% earned value threshold.
d. Present to the Sr. CCS, SE, PE, CM and PM. Discuss justifications and actions for overruns or better the budget. To coordinate daily with the site team for any issue related to the cost overrun in order to avoid the disputes during the labour and machinery reports finalization.
e. Keep the productivity record accumulative and produce library.
f. Monitor the consumption of major material items and maintain a log.
g. Conduct cost analysis and case studies when required.
6.2 Responsible in preparation of Quarterly Cost Control Interim Reward.
7. Responsible in updating database with labour S/C rates.
8. Responsible for Material Reconciliation Report, analysis, forecast and action overrun e.g. concrete, rebar, plywood, cement, diesel, block, ceramic etc.
9. Responsible for case studies.
10.1 Responsible for Monthly Earned Value, budget shift, VO and claim budget update. Send soft copy of the same to Accounts in agreed format. Review/analyze monthly budget/cost report with PM.
10.2 Supports in feedback to Estimation of over/underestimate.
10.3 Supports in preparation of Risk Release Log.
11.1 Supports in preparation of CVR (Cost Value Report), analyze, forecast and action overrun, Corrective actions, VO, budget shift, Risk release, site error correction, value engineering, alternative material, S/C etc. CVR shall:
a. Incorporate expected adjustments to valuation with respect to:
i. Under and over valuations of measured works.
ii. Subcontractors billed and certified amounts by the Engineer.
iii. Variations carried out but not agreed with the Engineer.
iv. Assess items of re-measured work, if any.
v. Assess items of day- work, if any.
b. Include cost reconciliation.
c. Include Performance analysis and forecast at completion.
d. Recommend corrective actions, VO, budget shift, risk release, site error correction, value engineering, alternative material, S/C etc.
e. Review/ analyze monthly budget/ cost report with the Project Manager.
f. VO log reconciliation against budget and submission.
g. Reconcile Sub-contractors Liabilities Report against budget.
11.2 Supports in preparation and review of Subcontractor Liabilities Report.
11.3 Supports in Monthly Cash Flow monitoring.
11.4 Supports in VO log monitoring and reconcile budget and submission.
11.5 Supports in preparing Cost to Complete and release plan after 75% EV threshold in coordination with PM.
12. Supports in Cost Induction -Lesson Learned – Good/Bad and implementation in coordination with Lean and QA/QC.
13. Supports in collaboration for Pull Planning, input resources target and monitoring.
14.1 Responsible for Budget Non-Conformity Report (BNCR), Site Observation and Cost Control Inspection. Including facilitating the contra-charges in all stakeholders such as but not limited to subcontractors, site team, supplier, etc. in coordination with QS and PM.
15. Supports in preparation of Closure Report.
17. Supports in handling multiple projects
20. Responsible in excessive labour overtime analyzation, site justification and proposed action.
21. Responsible in supplier/subcontractor evaluation review
22. Responsible in toolbox onsite meeting
25. Responsible in the implementation of cost control and procedures.
26. Responsible in provision updates for expenses and subcontracting certification status and balance accounts
27. Supports in preparation of claim documents.
29. Ad-hoc duties and reports as and when required by the Management.
