Description
The Cabinet for Health and Family Services (CHFS) Office of Human Resource Management is seeking a highly organized, strategic, and people-focused professional to serve as an Administrative Branch Manager. This position provides overall leadership and direction for a branch responsible for recruitment and training initiatives across the Cabinet and plays a key role in supporting workforce development and operational excellence.

This position is responsible for the overall management of staff and activities within the administrative branch, including the following key functions:
  • Manages branch staff and daily administrative operations.
  • Plans projects, assigns work, tracks progress, and evaluates employee performance.
  • Oversees required training programs, including New Employee Orientation, Supervisor/Manager Training, and CHFS IMPACT.
  • Leads the development of customized training to meet agency needs and ensures all materials remain current and effective.
  • Oversees recruitment efforts for CHFS, including in-person and virtual career fairs.
  • Supervises recruitment staff and supports strategies to attract and retain qualified candidates.
  • Monitors branch programs, including the Employee Education Assistance Program.
  • Oversees reports tracking required training completion and supports administrative decision-making.

Minimum Requirements
EDUCATION: Graduate of a college or university with a bachelor's degree.


EXPERIENCE, TRAINING, OR SKILLS: Five years of professional administrative experience.


Substitute EDUCATION for EXPERIENCE: A master's degree in public or business administration or a related field will substitute for one year of the required experience.


Substitute EXPERIENCE for EDUCATION: Additional administrative, business or research experience will substitute for the required education on a year-for-year basis.

Working Conditions
Incumbents working in this job title primarily perform duties in an office setting. Minimal travel may be required.
Probationary Period
This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
