Job Summary

Under general direction, performs complex legal work or litigation. Working conditions are primarily in an office environment. May assist with the supervision of a division in the Legal Department.


This position is an "unclassified" position and has no disciplinary appeal rights to the Municipal Civil Service Commission. This position is likewise subject to at-will employment status and can be terminated at any time for any reason.

Essential Job Functions

  • Assists in supervising a division and training of subordinate legal staff.
  • Addresses legal issues and provides legal advice on matters related to public utility, rate requests and regulations.
  • Advises City staff and elected and appointed City Officials in various areas of municipal law.
  • Supports efforts to establish, maintain, and update city regulations to promote utility and telecommunication facilities investment and support city infrastructure projects.
  • Assists in briefing, making presentations or preparing reports to City Officials and City staff.
  • Negotiates, drafts, and reviews contracts, real estate documents, and agreements.
  • Monitors legislative regulatory, court, and industry activities to develop responsive legal and policy positions.
  • Drafts legislation, code provisions, regulations, ordinances, amendments, resolutions, and guidelines or policies.
  • Attends public meetings of City Council, boards and commissions and advises and addresses members in executive sessions or public presentations.
  • Advocates on behalf of the City in a wide variety of settings, including negotiations, dispute resolutions, mediations, trials, hearings, and administrative processes, to resolve disputes or legal actions.
  • Timely and appropriately responds to inquiries from the general public and media about public information and municipal regulations and procedures.
  • Performs other related duties and fulfills responsibilities as required.

Job Requirements

  • L.L.B. or J.D. Degree from an accredited school of law.
  • Fifteen (15) years of increasingly responsible experience as a practicing Attorney.
  • Years of full time municipal law experience may be substituted two (2) for one (1), up to a maximum of four years credit.
  • Licensed and in good standing to practice law in the State of Texas.
  • No substitution for education allowed.
  • Valid Class "C" Texas Driver's License.
Preferred Qualifications
  • Strong working knowledge of and experience in public utilities and telecommunications issues.
  • Strong working knowledge and experience in telecommunications network rights-of-way access and development of broadband plans in compliance with federal, state, and local laws.
  • Knowledge of and experience in general municipal laws such as, The Texas Public Information Act, The Texas Open Meetings Act, and Municipal Procurement Laws.
  • Ability to draft, negotiate, and interpret contracts.
  • Knowledge of and ability to research and interpret municipal, state, and federal laws, rules, and regulations.
Applicant Information
  • Unless otherwise stated, applicants are permitted to substitute two years of related full-time experience for one year of higher education or one year of related higher education for two years of experience in order to meet the minimum requirements of the job. One year of full-time experience is defined as 30 or more hours worked per week for 12 months. One year of higher education is defined as 30 credit hours completed at an accredited college or university.

  • Skill in researching and analyzing legal problems.
  • Ability to communicate clearly and effectively.
  • Ability to operate a computer keyboard and other basic office equipment.
  • Ability to strategize and maintain effective relationships with other attorneys and City staff.
  • Ability to supervise and train.
