GENERAL NATURE OF WORK
This position reports to and works under the direction of the Director of Planning and Zoning and is responsible for the research, data collection, and revisions related to comprehensive planning activities for the city.
JOB RESPONSIBILITIES
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
Perform technical planning functions including research, review, analysis, presentation, and coordination of rezoning applications, annexation requests, ordinance amendments, special use and land use permit application, variances and other related applications and processes.
Review sign permits, building permits, business licenses, subdivision plats, and other documents for compliance with zoning requirements.
Conduct site plan, development proposals and plat reviews to ensure compliance with zoning regulations, ordinances, and development standards.
Prepare and present written and oral reports to regulatory and public hearing bodies.
Gather, organize and analyze information and data necessary to identify trends, make forecasts, make projections and administer other activities related to comprehensive planning activities. Make recommendations regarding preferred and/or suggested changes in the Comprehensive Plan.
Analyze socio-economic conditions and basic infrastructure needs within the City of Kennesaw and make recommendations as appropriate to the Director of Planning and Zoning.
Research the availability of various related State and Federal grants; prepare and submit grant applications. Coordinate the implementation of grant awards.
Work closely with Building Services, Public Works and Economic Development personnel concerning comprehensive planning and development issues as well as with GIS division to ensure planning and zoning data is updated into the GIS database.
Coordinate activities and provide technical assistance for the Planning Commission and Historic Preservation Commission as assigned.
Coordinate with Georgia DOT, Cobb DOT, and the Atlanta Regional Commission on integrating the city's transportation needs with the state, regional, and county planning efforts.
Assist in developing strategic plans for specific areas within the City as requested. Meet with citizens to develop an effective plan to resolve growth, site development, land use, and transportation challenges.
Assist the Director of Planning and Zoning in enforcing zoning policies and makes suggestions in improving policies.
Represent the planning and zoning department on various state, regional and local committees associated with land use planning, transportation improvements, pedestrian/multi-use trails, historic preservation, etc., as assigned.
Answer inquiries and provide assistance to the public, applicants, and staff regarding land development and zoning matters.
Perform other related duties as assigned.
KNOWLEDGE, SKILLS, and ABILITIES
Organize, set priorities, and exercise sound independent judgment within areas of responsibility.
Read and interpret City master plans, regulatory codes, technical and operational documents, reports, research material and information, plans and specifications, and other similar maps and drawings.
Knowledge of routine legal procedures as related to the enforcement of laws and ordinances.
Ability to enforce ordinances and regulations with firmness, tact and impartiality.
Ability to supervise the work of subordinate personnel.
Ability to prepare concise reports. Ability to express ideas clearly and effectively orally and in writing.
Ability to establish and maintain effective working relationships with property owners, building contractors, attorneys, engineers, County officials, and the general public.
MINIMUM QUALIFICATIONS
Graduation from an accredited four-year college with a Bachelor’s Degree in Urban Planning, City Planning, Political Science, Public Administration, Business Administration or a closely related field with major course work in long-range planning, forecasting and related computer applications and two years related experience; or a Master’s degree in Urban Planning and major course work same as above.
AICP certification preferred along with membership to American Planning Association. The ability to obtain AICP certification within one year.
Proficient in MS Word, Excel, and other MS Office programs; understanding of internet resources for researching planning related issues.
Knowledge of computer software applications for planning and related urban management issues; ability to use ARC/VIEW, ARC/INFO programs.
Working knowledge of current planning principles and techniques.
Knowledge of urban dynamics and development impact on neighborhoods, traffic, city services, and environment.
Ability to research, develop and implement various land use plans.
Ability to communicate effectively both verbally and in writing. Ability to make public presentations. Ability to establish and maintain effective working relationships with others
Ability to multitask and respond to immediate requests from supervisor.

Physical Requirements: This position classifies the physical exertion requirements as sedentary work involving lifting no more than 10 pounds at a time and occasionally lifting or carrying articles like docket files, ledgers, and small tools. Although a sedentary job is defined as one which involves sitting, a certain amount of walking and standing is often necessary in carrying out job duties. Jobs are sedentary if walking and standing are required occasionally, and other sedentary criteria are met.
