Job Summary

Under the direction of the Executive Director of Human Resources, this position is responsible for overseeing all Human Resources activities related to the district’s employment processes, including areas such as employment services, pay systems, classification, and compensation.

In-person work on campus is an essential function of this position.

Essential Functions

Responsible for overseeing Employment Services, Pay Systems, and Classification & Compensation. Provide supervision and guidance, review and approve documents related to these areas, and recommend operational changes to departments.

Manage the District's recruitment process. Approve final job announcements and advertisements; finalize and distribute recruitment materials; respond to employment-related inquiries; and ensure that the employment selection process is properly documented, authenticated, and compliant with all applicable policies, procedures, and laws.

Oversee the classification and compensation function, including developing, administering, and implementing procedures related to classification and compensation systems, performance evaluations, salary and market studies, compliance with federal and state compensation laws and surveys, reclassification processes, job descriptions, and other related duties.

Oversee Pay Systems area, to include, but not limited to, serving as the information resource to District staff members on items relating to application of workload rules, salary calculation methodology, management of pay transactions, personnel actions creating changes in pay, and issues relating to scheduling of special payments. Perform an in-depth specialized audit of all District payroll for pay accuracy and appropriateness, including high/low/zero audit, deductions, additional compensation, and any specialized pay-related issues. Certify the audit results for delivery to the Comptroller.

Oversee the District’s applicant tracking process, ensuring timely processing of application materials, proper correspondence with applicants, and follow-up regarding incomplete submissions.

Ensure that employment services staff conduct orientation sessions for hiring committees; communicate committee responsibilities, relevant policies and procedures, and selection timelines; and respond to questions about the selection process.

Supervise the Personnel section of the agenda for the Board of Trustees and ensure accuracy of all entries. Ensure proper documents (contracts & memos) are prepared and oversee related activities, including participation in surveys.

Provide direction and support to assigned staff, including onboarding, orientation, performance appraisal, professional development, coaching, and counseling. Participate in setting performance goals and priorities aligned with the department’s mission.

Oversee the hiring of temporary employees. Coordinate with external agencies to meet staffing needs, negotiate pay rates with external agencies to accommodate budgets. Ensure accurate processing and filling of I-9 forms.

Research issues related to policy development and recommend new or revised human resources policies and procedures. Participate in departmental goals and objectives and compile statistical reports.

Serve as Acting Executive Director during their absence and perform other duties as assigned.

Qualifications

Required Qualifications:

1. Bachelor's degree in Business, Human Resources or a related field, and six (6) years related experience as a Human Resources Overseer or Generalist, or an equivalent combination of education and experience which demonstrates possession of the required knowledge, skills, and abilities.

2. Deep knowledge of employment laws and regulations (federal and state).

3. Expertise in recruitment, selection processes, and applicant tracking systems.

4. Proficiency in classification & compensation, including salary studies and job analysis.

5. Understanding of pay systems, payroll audit processes, and salary calculations.

6. Familiarity with HR policies, compliance requirements, and best practices.

7. Ability to conduct and certify detailed payroll audits.

8. Strong data analysis and reporting skills (market studies, compensation surveys, etc.).

9. Proficiency with HRIS systems and applicant tracking software.

10. Ability to interpret and use statistical data for decision-making and policy development.

11. Clear and professional written and verbal communication.

12. Ability to explain complex HR policies to employees and leaders.

13. Skilled at responding to sensitive employment inquiries.

14. Effective collaboration with committees, external agencies, and leadership teams.

15. Strong supervisory and coaching abilities.

16. Ability to set team goals, manage performance, and develop staff.

17. Decision-making and problem-solving skills.

18. Ability to act as a department leader in the Executive Director’s absence.

Desired Qualifications:


1. Senior Professional in Human Resources (SPHR) or Professional in Human Resources (PHR) desired.

Special Conditions:

1. This is a security-sensitive position as defined under the Texas Education Code, Section 51.215; the successful applicant will be required to undergo a criminal background check, as permitted and/or required by applicable law, and in accordance with the College’s policies and procedures.

Copies of transcripts must reflect completed coursework and conferred degrees. All academic coursework and degrees must be from an accredited college or university or be certified by an acceptable agency that the institution is recognized by the appropriate governmental agency in its home country (this is generally stated in the degree evaluation).

Transcripts issued in a language other than English must be accompanied by a full translation (word for word) by a current member of the National Association of Credential Evaluation Services (NACES). Additionally, each foreign transcript must be evaluated for equivalency to United States accredited coursework.

Out-of-town candidates invited for an on-campus interview will be reimbursed for one-half of the transportation cost for travel performed within the United States. The College will arrange and pay for up to two nights lodging.
