Human Resources:
Human resources bureau provides support to employees within the Department. The bureau ensures that the employees are afforded their rights and responsibilities of employment and ensure the Department is in compliance with the State of New Mexico State Personnel Office (SPO) rules and regulations.
Why does the job exist?

This position is responsible for supporting the work of more senior HR professionals of human resource services for the Public Education Department (PED) with an emphasis on customer service and operational consistency. This includes, but is not limited to: recruitment, hiring, classification and compensation analysis, medical issues, payroll and benefits administration within applicable laws, rules and regulations.
How does it get done?

1. Manage and administer bi-weekly PeopleSoft payroll, benefits and associated actions within DFA, GSD and SPB rules and regulations to ensure that required time frames are met. Audit bi-weekly payroll and associated actions for correct processing. (10%)

2. Manage and administer recruitment process from request to recruit, obtaining needed approvals, requisition creation and supplemental questions, screening and certifying lists, assisting hiring manager with related hiring compensation actions, preparing and serving offer letters, closing SHARE recruitment process, and employee orientation. (25%)

3. Process employee hires, transfers and terminations as needed with applicable payroll and benefits processing and closure. (5%)

4. Manage and administer for assigned divisions classification and compensation action requests and analysis, obtaining needed approvals, Position Action Request Forms (PARF) and Compensation Action Request Forms (CARF) completion and PeopleSoft system processing. (25%)

5. Assist as needed with auditing personnel and payroll related actions. (10%)

6. Provide advice/information to employees, supervisors, managers regarding employment; recruitment, and related HR issues as needed. (5%)

7. Manage and update internal and/or external websites accordingly regarding recruitment and actions at PED (10%)

8. Run HR/Budget related SHARE HCM queries and collaborate with Budget regarding vacant and filled positions. (5%)

10. To Serve as back-up for other Human Resource Administrator as needed (5%)

Minimum Qualification

Associate degree in any field. Any combination of education from an accredited college or university and/or direct experience in this occupation totaling two (2) years may substitute for the required education.
Employment Requirements

Must possess and maintain a valid New Mexico's Driver's License.
Working Conditions

Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending and reaching may be required. Some occasional travel is required for meetings and conferences.
