Job Summary
This position is located at the Department of Small and Local Business Development (DSLBD), Office of the General Counsel. The DSLBD supports the development, economic growth, and retention of District-based businesses, and promotes economic development throughout the District’s commercial districts. The Attorney Advisor is responsible for providing proficient legal advice to DSLBD generally and the Office of General Counsel specifically. Legal practice areas include, but are not limited to, contracts, real estate, administrative, employment, affirmative civil litigation, defense civil litigation, etc.
Duties And Responsibilities
The District of Columbia Department of Small and Local Business Development (DSLBD) is seeking an Attorney Advisor. The successful candidate will report directly to the Deputy General Counsel and assist the Office of General Counsel in providing legal advice to the agency's Director, executive leadership, management personnel, and staff. The successful candidate will also review, draft, and/or edit the agency's policies and procedures, contracts, memoranda of understanding and intergovernmental agreements for legal sufficiency, waivers, proposed legislation and regulations according to agency needs, certification denials, and certification revocations. The candidate will review, draft, and/or edit other legal documentation, as needed. The candidate also will conduct legal research on issues relevant to the Department of Small and Local Business Development and present the results of his/her research both orally and in writing to the General Counsel.
The candidate will give the agency's Director, General Counsel, and executive and management staff legal advice on all aspects of personnel and EEO actions to include reviewing position statements, and advance notices of suspension and termination and final termination notices.
Qualifications And Education
Incumbent must have a Juris Doctor (J.D.) and/or Master of Law (LL.M) from an American Bar Associated (ABA) accredited law school at the time of appointment. Must have at least one (1) year of post J.D. and/or LL.M attorney experience, although two (2) or more years is preferred.
License and Certification
The incumbent must be an active member in good standing of the District of Columbia Bar or have the ability to waive in and be admitted within 360 days of appointment. If not a member of the District of Columbia Bar at the time of their appointment, the incumbent must give, prior to their appointment, proof that their completed application for admission has been submitted to the District of Columbia Bar. An appointee to the Legal Service shall remain a member in good standing of the District of Columbia Bar during his/her employment in the Legal Service.
Working Conditions/ Environment
Work is primarily performed in an office setting. Generally, work is sedentary, some walking, handling, and carrying of light to moderately heavy objects (such as case records, brief cases and exhibits) is required.

Type of Appointment:
Career Service - Term Appointment. Conversion to a permanent appointment is contingent upon agency needs, availability of funds, and performance.

Position Designation:
This position has been designated as security sensitive therefore the incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability and as such, incumbents of this position shall be subject to (a) criminal background check; (b) traffic record check (as applicable); (c) consumer credit check (as applicable); (d) reasonable suspicion drug and alcohol test; and (e) post-accident or incident drug and alcohol test.
Residency Requirement:
Applicants claiming “Residency Preference” will be required to maintain residency in the District of Columbia for a minimum of seven (7) years. Failure to do so may result in forfeiture of employment.
