Attorney General's Office - Division Director - Antitrust & Data Privacy

Our team has been on the front lines of litigation against large technology companies like Google and Meta for uncompetitive practices. We also lead multistate actions against companies that have breached consumer data, for example, Utah was a leader in protecting our citizens’ genetic information when 23andMe filed bankruptcy in March 2025.

The Division is also at the cutting edge of the national discussion about cybersecurity, consumer data privacy rights, artificial intelligence and related topics like child online safety and privacy, and social media regulation. Utah is a leader in developing and instituting data privacy protections for consumers, and the team is responsible for enforcing the Utah Protection of Personal Information Act (UPPIA), the Utah Consumer Privacy Act (UCPA), the Genetic Information Privacy Act (GIPA), and the Government Data Privacy Act (GDPA), and more.

The ideal candidate will have a strong antitrust and competition law background and a solid understanding of privacy law. That candidate will also be familiar with the dynamics of multistate enforcement actions or similar multi-party cases in the private sector. The job will involve leading a team of strong litigators that skillfully navigate complex civil investigations and litigation of competition and data privacy laws. In addition to working with many other states attorneys general, the Federal Trade Commission, and the U.S. Department of Justice. Within the Utah government, our team advises and helps develop state legislation and policies. Some travel will be necessary.

We intend to fill this position with an attorney who has ten or more years of experience. Membership in the Utah State Bar in good standing is required before completing probation, and membership in good standing in the bar of a State of the United States is required for probationary employment. The position is primarily in-office in Salt Lake City, Utah.

Responsibilities

• Manage and guide team of attorneys, investigators, and staff, some of which are telework exclusively.
• Assist and collaborate with the leadership and other division directors within the Office of the Attorney General.
• Conduct all levels of civil litigation from initial intake, through investigation, pretrial, pleadings, expert and fact discovery, trial, appeal, and post-judgment.
• Maintain a caseload.
  
• Coordinate with public information officer as needed.
  
• Build collaborative relationships with other state and federal enforcers.
  
• Mentor and train attorneys and staff.
  
• Develop and enforce Division policies and procedures.
  
• Litigate high-profile and complex cases.
  
• Negotiate resolution of complex, multi-party disputes.
  
• Communicate, write, and listen well.
  
• Draft legal briefs, contracts, and memoranda.
  
• Present on topics at conferences and panels.
  
• Learn new skills and adopt new technologies.
  
• Travel to various events and courts in and outside of Utah.
  
• Develop cases from initial complaints or inquiries.
  
• Develop, edit, and consult on legislation over antitrust, competition and data privacy.
  
• Estimate cost of enforcement for certain legislation or cases.
  
• Manage and oversee budget of Division and individual cases.
  
• Additional factors that may be considered would be a formal education in economics or accounting, certification relevant to data privacy, or current work towards those goals.

Supplemental Information

• Juris Doctorate is required.
• Must be able to travel periodically.
• Risks found in the typical office setting, which is adequately lighted, heated and ventilated, e.g., safe use of office equipment, avoiding trips and falls, observing fire regulations, etc.
• Typically, the employee may sit comfortably to perform the work; and there may be some walking; standing; bending; carrying light items; driving an automobile, etc. Special physical demands are not required to perform the work.
• Valid driver license required to drive a motor vehicle on a highway in this state per Utah Code § 53-3-202(1)(a).
• Active membership in the Utah State Bar before the end of the statutory probationary period.

• Attorneys are hired at a salary consistent with their experience-level-peers in non-supervisory positions. For the purpose of starting salary calculation, experience level is based on initial Bar admittance year, less any years not practicing law.
• Base salary ranges for each grade level are outlined below, and do not include $10,000 annual management increase for Division Directors or any applicable grade or loyalty increases for existing employees:
