Job Description:
- We are seeking a highly experienced Tender Specialist / Bid Manager to lead and manage government IT projects within our organisation. This role involves developing and submitting competitive bids, designing customised IT solutions, and overseeing all commercial aspects related to government tenders. The ideal candidate will have a strong understanding of government procurement processes, exceptional proposal management skills, and expertise in commercial strategy and financial oversight.
Responsibilities:
Solution Development:
Identify and develop business opportunities by understanding specific government project requirements.
Design and propose customized IT solutions for government agencies, including healthcare, finance, accounting, and IT automation services.
Collaborate with cross-functional teams to gather inputs and secure approvals.
Conduct market research to establish pricing benchmarks and seek executive input on final solutions.
Manage end-to-end solution design to ensure compliance with government specifications.
Bid Management:
Lead the preparation and compilation of high-quality, comprehensive bid documents for government tenders.
Coordinate with stakeholders to prepare customer-facing responses, incorporating factual data to showcase organizational capabilities.
Ensure proposals address both technical and commercial requirements of government clients.
Clearly document all assumptions, terms, and pricing inclusions in proposals.
Adhere to legal, regulatory, and organizational guidelines in all bid submissions.
Articulate customized value propositions tailored to each client’s needs.
Commercial Management:
- Develop and manage pricing strategies for government tenders, ensuring competitive and profitable proposals.
- Create and review rate cards and financial projections based on standard deal assumptions.
- Collaborate with finance teams to finalize pricing strategies and financial projections.
- Ensure all commercial aspects of bids, including cost structures and pricing terms, align with client requirements and internal guidelines.
- Seek executive team inputs on financials and pricing strategies to ensure accuracy and competitiveness.
Proposal Development:
- Develop and refine solution pitches and proposals, including infographics and process workflows, in collaboration with delivery teams.
- Create detailed pricing proposals, assumptions, terms, and project timelines.
- Work with the CMO to streamline customer-facing presentations into concise and impactful formats.
Due Diligence:
- Create and use information-gathering templates to collect essential data for solution design.
- Obtain and validate critical information from clients to ensure accurate solutions.
- Organize meetings with client points of contact to verify assumptions and refine solutions.
- Coordinate with internal stakeholders (HR, delivery, transition, IT) to tailor solutions to client needs.
- Implement workflows to ensure timely and accurate delivery of solution designs.
Post-Solution Activities:
- Draft and review term sheets for legal teams to formulate Statements of Work (SOWs) following successful tender wins.
- Contribute to the redlining process and ensure alignment between SOWs and proposed solutions.
- Coordinate with sales, operations, transition, training, and talent acquisition teams to define and implement transition and ramp-up plans.
Qualifications:
- Bachelor’s degree in Computer Science, Information Technology, Business Administration, or a related field.
- Minimum of [X] years of experience in bid management for government IT projects.
- In-depth knowledge of government procurement processes and IT service solutions.
- Proven expertise in commercial management, solution development, and proposal preparation.
- Strong communication, negotiation, and leadership skills.
