Our Egypt branch is seeking a highly motivated and experienced Bid Manager with a strong background in preparing tender submissions for a wide range of railway projects. These include, but are not limited to, track systems, bridges, tunnels, stations, support facilities, administrative buildings, depots, construction sites, maintenance facilities, and rolling stock. The successful candidate will lead the preparation of competitive tender responses for consultancy services across the regional market. Areas of focus include construction supervision, engineering design, feasibility studies, and the restructuring of railway organizations.

Responsibilities:

  • Continuously scan tender publications, infrastructure programs, industry reports, and other sources to identify and evaluate potential business opportunities in the railway sector, including public and private initiatives.
  • Take full ownership of the bid process—leading the preparation, coordination, and submission of comprehensive technical and commercial proposals—ensuring alignment with client specifications, deadlines, and budget constraints.
  • Identify, assess, and engage with suitable partner companies and consortium members to enhance the competitiveness and technical strength of each tender submission.
  • Work closely with internal teams—including planning, design, technical, and sales units—to ensure bid documents reflect the highest quality, innovation, and feasibility, while also maintaining alignment with business objectives.
  • Analyze complex tender documents, extract critical requirements, and communicate them effectively to all internal stakeholders across varying management levels to ensure shared understanding and coordinated action.
  • Prepare, review, and validate all commercial components of bids, ensuring all cost elements are accurately captured and that final pricing is both competitive and aligned with project goals and financial targets.
  • Monitor trends, competitor activity, and regulatory developments in the regional railway market, compiling insightful reports that support strategic decision-making and strengthen future bid positioning.
  • Drive continuous improvement in bid management practices by establishing high-quality standards, ensuring compliance with internal processes and external regulations, and consistently meeting tight submission deadlines.


Qualifications:

  • Bachelor’s degree in a relevant field and substantial experience as a Bid Coordinator or Manager within the transport, railway, project management, or infrastructure consulting sectors.
  • Minimum of 3 years’ experience leading the preparation of proposals for high-value, complex infrastructure projects, with strong expertise in coordinating bidding processes and developing high-quality bid documentation and templates.
  • Solid experience across engineering, design, construction, or consultancy—ideally with international exposure—combined with the ability to understand and communicate technical concepts effectively in diverse project environments.
  • Skilled in compiling complete and compliant bid packages, including company credentials, formatted CVs, technical references, capability statements, and relevant certificates, tailored to client and funding agency requirements.
  • Excellent time and project management skills, with the ability to independently manage multiple bids under tight deadlines while maintaining precision, quality, and strategic focus.
  • Strong customer orientation with the ability to interpret client needs and translate them into technically sound and commercially competitive bid solutions.
  • In-depth knowledge of international procurement procedures (including those of the World Bank, EBRD, EIB, UNDP, EU-PRAG, and others) and proficiency in Microsoft Office (Word, Excel, PowerPoint), SharePoint, Salesforce, and Adobe software.
  • Fluency in English is required; Arabic language skills are highly desirable. Flexibility to travel within Egypt or the region based on project and business needs is essential.
