Job Title: Business Analyst

Location: St. Paul, MN (Hybrid)
Duration: 6 Months (Possible Extension)
Work Environment: Hybrid – combination of on-site work in downtown St. Paul, MN, and remote work

Position Overview

We are seeking an experienced Business Analyst to support ongoing and upcoming projects within an agile environment. The selected candidate will work collaboratively with project managers, vendors, and stakeholders to define business needs, document requirements, and ensure successful delivery of technical and process improvement initiatives.

This role requires strong analytical, documentation, and facilitation skills, as well as the ability to communicate effectively across both business and technical teams.

Key Responsibilities

  • Develop and maintain epics, features, and user stories with clear acceptance criteria using tools such as Azure DevOps.

  • Document business process improvements, helping to model current and future state processes that support organizational goals.

  • Collaborate with project teams to ensure a full understanding of solution requirements, functionality, scalability, and performance expectations.

  • Facilitate meetings with business owners and subject matter experts to identify process impacts and gather comprehensive business requirements.

  • Partner with vendors to align system analysis practices and define project requirements.

  • Conduct detailed research and report findings to the project team as needed.

  • Participate in project team meetings and ensure consistent communication and documentation throughout all phases of assigned projects.

Required Minimum Qualifications

  • Awareness and understanding of technical, legal, and compliance concerns related to accessibility.

  • Minimum 4 years of hands-on experience in an agile environment involving quality assurance, usability, accessibility, and inclusive design.

  • Strong understanding of the software development lifecycle (SDLC) and agile delivery frameworks.

  • Reliable transportation (occasional travel may be required).

Required Skills & Competencies

  • Strong verbal and written communication skills, with the ability to translate complex technical terms into plain language for non-technical audiences.

  • Ability to effectively interact with and influence individuals at all organizational levels.

  • Experience collaborating with vendors, architects, and technical teams to implement solutions and resolve issues.

  • Familiarity with project, program, and portfolio management methodologies, tools, and techniques.

  • Current IIBA certification (International Institute of Business Analysis) required.

  • Prior work experience in a state agency, criminal justice system, or government environment.

  • Hands-on experience with Azure DevOps and Jira.
