ESSENTIAL JOB FUNCTIONS: Works under the general supervision of the Sourcing and Purchasing Agent in the to manage sourcing operations that drive value, mitigate risk, and support the City’s overall financial and operational strategies. Manages sourcing operations that build value-driven vendor partnerships with a focus on risk management, reliability, and cost-effectiveness that support the City’s strategic objectives. Leads structured negotiation processes to conduct supplier negotiations and finalize contracts that balance cost, quality, and service outcomes. Coordinates with internal stakeholders to define material, quality, and service requirements, ensuring alignment with operational needs and established standards. Nurtures vendor partnerships and monitors supplier performance by tracking key performance indicators (KPIs), goals, and scorecards to ensure accountability and continuous improvement. Evaluates new sources, suppliers, and methods to maintain a reliable and diversified supply base. Conducts market intelligence studies and benchmarking analyses to identify emerging trends, forecast potential risks, and anticipate price fluctuations. Utilizes ERP systems and analytical software tools to manage sourcing processes, track performance data, create efficiencies, and control costs. Prepares detailed reports and sourcing analyses for leadership, highlighting performance metrics, risk assessments, and strategic recommendations. Collaborates with Finance leadership to align sourcing practices with fiscal goals, compliance standards, and overall value optimization. Develops sourcing procedures, documentation, and best practices that promote transparency, consistency, and operational excellence.

TYPICAL PHYSICAL CONDITIONS: Requires the use of general office equipment such as computers, calculators, copiers, and telephones. Requires the ability to communicate both orally and in writing with management and staff.
TYPICAL WORKING CONDITIONS: Work is primarily performed in an office. May require travel to off-site locations for meetings, etc.
MINIMUM QUALIFICATIONS: Bachelor’s degree in Business Administration, Supply Chain Management, Finance, Public Administration, or a related field and eight (8) years of experience in sourcing, supplier management, contract negotiation, or related functions, including six (6) years in a supervisory capacity; or any combination of experience and training which enables one to perform the essential job functions. Working experience using ERP systems (such as Oracle, SAP, or similar) to manage sourcing data and vendor performance.
