Pima County’s Regional Wastewater Reclamation Department is seeking a skilled and detail-oriented Buyer II to support the efficient, transparent, and compliant acquisition of goods and services essential to our operations. In this role, you will manage a full range of procurement activities from preparing specifications for competitive solicitations to reviewing purchase requests, identifying qualified suppliers, and developing requisitions for specialized materials and equipment. You will also help maintain accurate procurement records, support contract development and renewals, ensure compliance with County policies, and serve as a knowledgeable resource for both vendors and internal staff. Normal w ork hours are Monday - Friday 7:00 am - 3:30 pm.

Essential Functions:

  • Prepares and processes specification documents for competitive solicitations, cooperative agreements, and sole-source procurements;

  • Receives and reviews purchase requests for completeness and accuracy of information for specialized commodities ordered by the department;

  • Identifies suppliers, compares costs, and develops requisitions for specialized purchases of supplies and equipment;

  • Generates reports and maintains procurement records to ensure accuracy, compliance, and readiness for audits and reviews;

  • Coordinates with staff to ensure timely and accurate processing of purchasing and invoice documentation.

  • Assists in preparing and reviewing information related to bid solicitations, contract amendments, disputes, and renewals;

  • Monitors expiring contracts and collaborates with the department to develop specifications and documentation for replacement or renewals;

  • Reviews contract usage and works with the department to prepare amendments for funding increases and/or term extensions as required;

  • Conducts reviews of expiring contracts and collaborates with department staff to establish suitable specifications for a replacement contract requisition;

  • Collects and verifies bonds and insurance certificates for compliance with contract terms and applicable statutes.

  • Provides guidance to vendors and staff regarding procurement requirements, processes, and contract terms;

  • Coordinates responses from vendors and departments regarding County procurement policies and procedures;

  • Participates in pre-bid and proposal meetings and bid openings, and assists in addressing solicitation-related questions;

  • Performs special projects and other duties as directed by departmental management.

Minimum Qualifications:

Bachelor’s degree from an accredited college or university with a major in business or closely related field as defined by the department head at the time of recruitment.

(Relevant experience and/or education from an accredited college or university may be substituted.)

OR:

One year with Pima County in a Buyer I position.

Preferred Qualifications : (Be specific in describing your experience in your application. Ensure the descriptions provided illustrate your competencies, specifically addressing the required and preferred qualifications.):

  • Minimum f our (4) years experience purchasing capital assets for a government agency.

  • Minimum four (4) years experience using Maximo or other procurement software for procuring specialized materials and services through work orders.

  • Minimum four (4) years experience preparing documentation for competitive bid solicitations, cooperative agreements, and sole-source procurements.

  • Minimum one (1) year experience purchasing specialized materials and services using Workday or other purchasing program.

Selection Procedure:

Pima County Human Resources Department reserves the right to admit to the selection process only those candidates that meet the minimum qualifications. All applications will be assessed based on an evaluation of the listed education and experience. Candidates meeting the minimum qualifications may be further evaluated/scored against any advertised Preferred Qualifications. The hiring authority will interview and select the successful candidate from a referral list provided by Human Resources. Additional assessments/testing may be required as part of the selection process.

Supplemental Information:

Licenses and Certificates : Valid driver license is required at time of application. Valid AZ driver license is required at time of appointment. The successful applicant will be subject to a 39-month DOT Motor Vehicle Record review to determine applicant’s suitability to operate county vehicles in accordance with Pima County administrative procedures. Failure to obtain and maintain the required licenses and certifications shall be grounds for termination. Any offer of employment resulting from this recruitment is contingent upon Fleet Services’ review and approval of the candidate’s driving record.

Special Notice Items : The County requires pre-employment background checks. Successful candidates will receive a post-offer, pre-employment background screening to include verification of work history, education, and criminal conviction history. A prior criminal conviction will not automatically disqualify a candidate from employment with the County.

Physical/Sensory Requirements Constantly operates a computer and other office equipment. Constantly observes details at close range. Frequently remains in a stationary position. Occasionally moves about inside an office. Occasionally participates in external events. Other physical and sensory abilities will be determined by position.

Working Conditions: The Buyer II operates within a professional office setting, conducting desk-based tasks. Regular, daily attendance is an essential function for this position. Other working conditions will be determined by position.
