Job Summary:
The Camp Operations Manager is responsible for the overall management, administration, and smooth functioning of company labor camps in compliance with UAE labor and municipality regulations. This role ensures that accommodation, catering, housekeeping, maintenance, and transportation services for employees are delivered efficiently and safely. The Camp Operations Manager oversees camp staff, contractors, and facility operations to maintain high living standards, cost control, and employee well-being.
Key Responsibilities:
- Manage day-to-day camp operations across multiple labor camps, ensuring proper living conditions, hygiene, and facility maintenance.
- Develop and implement policies and procedures for camp management, aligned with company standards and UAE regulations.
- Supervise camp supervisors, housekeeping, maintenance, and security teams to ensure efficient and disciplined camp operations.
- Coordinate with HR and Site Admin teams for worker check-ins, transfers, and occupancy management.
- Maintain accurate records of camp occupancy, staff movements, and accommodation assignments.
- Ensure all camp facilities meet Dubai Municipality, Civil Defense, and MOHRE requirements.
- Oversee periodic inspections of kitchen, sanitation, fire safety, and electrical systems.
- Implement preventive maintenance programs and ensure timely rectification of faults.
- Promote health, hygiene, and safety awareness among camp residents.
- Monitor catering services for quality, hygiene, and compliance with approved meal plans.
- Coordinate with suppliers for timely delivery of food and consumables, ensuring cost control and zero wastage.
- Address feedback and complaints from workers regarding food and living conditions promptly.
- Prepare and manage the annual camp operations budget, including utilities, maintenance, catering, and manpower.
- Review supplier contracts, quotations, and service agreements for cost efficiency.
- Implement energy and water conservation practices within camps.
- Lead, train, and evaluate camp supervisors and support staff to maintain discipline and service quality.
- Coordinate with procurement for camp materials, furniture, and equipment requirements.
- Support HR and site management during mobilization and demobilization of workers.
- Maintain updated reports on occupancy, maintenance schedules, inspections, and expenses.
- Submit regular camp performance and compliance reports to management.
- Ensure all records (health, safety, fire drills, maintenance logs) are properly documented and available for audits.
Qualifications and Skills:
- Bachelor’s degree in Facilities Management, Business Administration, or related field (preferred).
- Minimum 7–10 years of experience in camp management within the construction or oil & gas sector in the UAE or GCC.
- Strong knowledge of UAE labor laws, municipality and health regulations.
- Excellent leadership, communication, and organizational skills.
- Proficiency in MS Office and basic ERP or camp management software.
- Ability to handle multicultural workforces and resolve conflicts effectively.
- Valid UAE Driving License (preferred).
