Chief Financial Officer

Education/Experience: Bachelor’s degree in accounting and experience with complex accounting procedures is required. A certified public accountant is preferred.

Physical Requirements: Mobility throughout the day is required. Must be able to drive a car and travel to outlying areas for training, conferences, or meetings. Vision and hearing as are sufficient to carry out tasks and engage in conversation are necessary.

General Description: The chief fiscal officer works under the supervision of the executive director and maintains accounting records in accordance with fiscal policies and procedures adopted by the CDSA board of directors, and in accordance with generally accepted accounting procedures.

Responsibilities:

§ Prepare monthly financial statements on all agency operations

§ Draw down reimbursements in a timely manner, in accordance with grant

requirements

§ Prepare or review monthly, quarterly, and close-out reports for all agency contracts

§ Maintain adequate insurance for the agency including property, general liability,

employee bond, board indemnity, and professional liability

§ Procure bids for annual agency audit, assist auditors, review audit draft and approve

final copy

§ Review fiscal policy and procedures manual periodically, assure compliance with all

provisions therein, and revise as necessary

§ Prepare cost analysis as requested for purchasing decisions. Approve all major

purchases prior to commitment to ensure accordance with procurement policy, fiscal

policy, and available budget

§ Prepare the annual agency budget and periodic budget revisions

§ Prepare grant budgets, and review applications for funding

§ Prepare or review payroll and remit employment taxes and related reports. Maintain

personnel files in a locked and secure area.

· Act as plan administrator for the CDSA Cafeteria Plan and CDSA 403(b) retirement plan. Inform employees of the benefits under such plans and prepare required IRS documents for the employee benefit plans

§ Review contracts to assure reasonable terms and monitor compliance

Sign contracts and agreements in the absence of the executive director

§ Hire, train and supervise fiscal staff to carry out accounting functions

§ Work closely with housing staff to approve claims, monitor match, and comply with

project regulatory requirements

§ Report promptly to the executive director problems with grant compliance,

personnel, insurance, or other agency issues.

§ Maintain accounting records for the Metro Commission including preparation of

monthly financial statements

§ Other duties as assigned by the executive director

Pay: $80,000.00 - $90,000.00 per year
