POSITION SUMMARY
The Chief Human Resource Officer (CHRO) provides strategic leadership for all HR functions to ensure Health Care Partners of SC attracts, develops, and retains a diverse, mission-driven workforce for Health Care Partners of SC. This position reports directly to the Chief Executive Officer and will serve as a trusted advisor to the executive team and Board of Directors on workforce issues. The CHRO is tasked to ensure compliance with federal, state, and local employment laws, as well as HRSA and other regulatory requirements specific to FQHCs.
KEY RESPONSIBILITIES
- Strategic HR Leadership
- Develop and implement HR strategies aligned with the FQHC’s mission and growth goals.
- Partner with leadership to shape organizational culture and employee engagement.
- Talent Management
- Oversee recruitment, onboarding, and retention programs for clinical and non-clinical staff.
- Implement succession planning and leadership development initiatives.
- Employee Relations
- Foster a positive, inclusive, and equitable workplace.
- Manage conflict resolution, grievance procedures, and disciplinary actions.
- Compensation & Benefits
- Design competitive compensation structures and benefits packages.
- Ensure compliance with FQHC-specific funding and reporting requirements.
- Training & Development
- Lead professional development, continuing education, and compliance training.
- Promote workforce development programs tailored to healthcare delivery.
- Compliance & Risk Management
- Ensure adherence to HRSA, OSHA, HIPAA, and EEOC regulations.
- Maintain accurate HR records and reporting systems.

- Align HR Strategy with Health Care Partners of SC’s mission of serving vulnerable populations.
- Act as a strategic partner to the CEO, connecting workforce initiatives to organizational outcomes.
- Deep knowledge of HRSA, HIPPA, OSHA and labor laws.
- Manage credentialing, licensure and reporting obligations unique to FQHCs.
- Recruit and retain a workforce to support the mission of Health Care Partners of SC.
- Champion a culture of learning and adaptability.
- Foster a mission-driven, inclusive culture that reflects the community served.
- Promote equity, diversity and belonging in HR practices.

- Build relationships with team members on all levels of the organization and community stakeholders.
- Serve as a bridge between frontline staff and leadership.
- Demonstrated proficiency and comfort with technology; able to use MS Office (e.g., Word, Excel, Outlook, and PowerPoint), database management, webinar systems, and HTML email systems effectively and efficiently.
- Proven ability to manage and prioritize several multi-dimensional activities simultaneously.
- Maintains personnel confidentiality at all times.
- Must have experience supervising and leading diverse employees.
- Must have the ability to understand and respond effectively and with sensitivity.
- Must be self-motivated to remain fluent with all aspects community health centers', practices and policies.
- Professional communication and public speaking skills; ability to interact professionally with established networks of health care professionals at the local, regional and national level.
- Excellent written communication skills including demonstrated competency in preparation of correspondence and reports.
- Proven ability to work and thrive independently while also remaining part of a team. Candidate must possess initiative, flexibility, and excellent leadership skills.
- Education: Bachelor’s degree required; Master’s preferred in HR, Business Administration, or related field.
- Experience: 7–10 years of progressive HR leadership, preferably in healthcare or nonprofit settings with 3-5 years of demonstrated supervisory experience required.
- Certifications: SHRM-SCP, SPHR, or equivalent strongly preferred.
- Skills: Strategic thinking, leadership, communication, cultural competency, and knowledge of healthcare HR compliance.
