About the Clerk's Office:
The Circuit Court Clerk’s Office is the administrative arm of the Circuit Court. Our day-to-day operations significantly impact the Chesterfield community. The Clerk’s Office prioritizes accessibility, transparency, effectiveness and being constituent focused. The staff within the Clerk’s Office are responsible for providing administrative support, record keeping, case management, court-related financial matters, and, most importantly, adhering to the law.
Position Summary
The Chief of Administrative Services – Constituent Services serves as a senior leader within the Circuit Court Clerk’s Office, responsible for enhancing operational efficiency, service delivery, and strategic initiatives. This position requires advanced administrative expertise, critical thinking, and independent decision-making to manage complex workflows, support change management, and ensure statutory compliance. The incumbent works closely with the Clerk and Chief Deputy Clerk to implement policies, lead special projects, and provide confidential administrative support, while also supervising key divisions and fostering public trust through outreach and customer service excellence. Perform other work as required.
Benefits:
- Annual salary range of $79,088 - $106,768 based on experience. To maintain pay equity among staff, the ideal candidate will be offered $95,000 with flexibility based on direct experience.

Essential Duties and Responsibilities:
A. Process Improvement, Education, and Technical Assistance (40%)
- Develops and maintains efficient operational processes across divisions
- Manages special projects and creates department-specific job aids and manuals
- Designs and implements cross-training plans and Continuity of Operations (COOP) readiness
- Conducts needs assessments and delivers targeted training programs
- Provides technical assistance and guidance to staff and supervisors
B. Customer Service and Public Engagement (10%)
- Supports customer service teams in handling criminal and civil matters
- Updates procedures based on customer feedback and satisfaction research
- Serves as liaison to the public, state agencies, local government offices, and vendors
- Represents the Clerk’s Office at meetings, media engagements, and regional/statewide forums
C. Compliance and Accuracy Audits (10%)
- Audits internal operations and case files to ensure procedural compliance
- Identifies training needs and supports staff in resolving compliance issues
- Administers and tracks oaths and appointments for law enforcement and board members
- Prepares Clerk’s Orders and manages miscellaneous court orders and bonds
D. Leadership and Strategic Research (20%)
- Contributes to strategic planning and development of office work plans
- Operationalizes departmental goals and tracks performance metrics
- Conducts research to inform policy decisions and improve office operations
E. Supervision and Staff Support (20%)
- Supervises division supervisors overseeing Civil, Criminal, Reception, and Jury Services
- Provides leadership in resolving complex operational challenges
- Coordinates cross-divisional projects and supports staff development
Minimum Qualifications
- Bachelor's degree in business or public administration, accounting, finance or a related field; five years of increasingly responsible management, personnel, fiscal, planning, program evaluation or related analytical experience in the assigned area of responsibility to include three years of supervisory experience; or an equivalent combination of training and experience.
- Proficiency in case management systems (e.g., CCMS, CIS, COVERS, FAS, DARS).
- Extensive knowledge of administrative management, court operations, and statutory requirements.
- Proven ability to lead teams, manage projects, and implement organizational change.
- Strong communication skills, both oral and written.
- Proficiency in office technology and data analysis tools.
- Ability to build effective relationships with internal and external stakeholders.
- Experience in strategic planning, budgeting, and compliance auditing preferred.
- Pre-employment drug testing, FBI criminal background check, and education/degree verification required.

Skills:
- Strong oral and written communication skills.

- Interpret, apply and explain complex federal, state and local laws related to the areas of responsibility; to communicate effectively orally and in writing; to operate a personal computer and related software and other standard office equipment.
