Job Summary
The Civil Project Engineer is a key member of the project management team, responsible for providing technical support, overseeing specific project aspects, and ensuring that construction activities comply with designs, specifications, schedules, and budgets. This role requires a hands-on professional with strong problem-solving skills, a deep understanding of civil engineering principles, and the ability to coordinate between office-based planning and on-site execution.
Key Responsibilities
1. Technical & Engineering Support:
- Review and analyze project contracts, drawings, specifications, and technical documents.
- Prepare and submit technical submittals, method statements, material approvals, and shop drawings for client/consultant approval.
- Resolve technical issues and discrepancies that arise during construction by proposing effective solutions.
- Perform precise site surveys and set out reference points for construction activities.
2. Project Planning & Coordination:
- Assist the Project Manager in developing detailed project schedules, work plans, and resource allocation plans.
- Monitor daily site activities to ensure they align with the project schedule and critical path.
- Coordinate effectively with subcontractors, suppliers, and internal teams (e.g., surveyors, foremen, QHSE officers) to ensure seamless workflow.
- Attend and contribute to progress meetings with clients, consultants, and subcontractors.
3. Quality Control & Assurance:
- Ensure all work is performed in strict compliance with the project's quality standards and specifications.
- Conduct regular inspections of materials, workmanship, and completed work.
- Oversee and witness required field and laboratory tests (e.g., concrete slump tests, compaction tests).
- Maintain accurate and detailed quality control records and reports.
4. Health, Safety & Environment (HSE):
- Champion a culture of safety on site by strictly enforcing company and UAE regulatory HSE policies (e.g., DM, ADM, TRAKHEES regulations).
- Participate in safety meetings and toolbox talks.
- Identify and report potential hazards and ensure corrective measures are implemented.
- Ensure the project adheres to all environmental protection measures.
5. Documentation & Reporting:
- Maintain comprehensive project documentation, including daily reports, inspection requests (IRs), material delivery reports, and as-built drawings.
- Monitor quantities of work performed for accurate progress measurement and progress payment applications (interim payment certificates).
- Assist in preparing weekly and monthly progress reports for management and the client.
6. Cost Control:
- Assist the Project Manager in monitoring project costs and identifying potential cost overruns.
- Track quantities of materials used and work performed against the budget.
- Identify and report on variations and potential change orders.
Qualifications & Experience
- Education: Bachelor’s degree in Civil Engineering or a related field from an accredited university.
- Experience: A minimum of 5-8 years of experience in a similar role within the construction industry, with proven UAE/GCC experience being a significant advantage.
- Industry Experience: Experience in high-rise buildings, infrastructure

Required Skills & Competencies
- Technical Proficiency: Strong knowledge of construction methods, materials, and legal regulations. Proficiency in AutoCAD, MS Project, Primavera P6, and MS Office Suite is essential.
- Standards Knowledge: In-depth knowledge of international standards (ASTM, ACI, BS) and critical knowledge of local UAE authority regulations (e.g., Dubai Municipality, Abu Dhabi Municipality, ADDC, DEWA, TRAKHEES).
- Problem-Solving: Excellent analytical and problem-solving abilities to address site challenges effectively.
- Communication: Exceptional verbal and written communication skills in English. Knowledge of Arabic is a plus but not mandatory. Ability to prepare clear and concise reports.
- Leadership & Interpersonal Skills: Ability to lead, motivate, and manage site teams and subcontractors. A team player with strong negotiation and coordination skills.
- Organization: Meticulous attention to detail, with outstanding organizational and time-management skills to handle multiple tasks in a fast-paced environment.
