Job Overview:
This position serves as the Department expert concerning civil rights, Americans with Disabilities Act (ADA), Equal Employment Opportunity (EEO), and non-discrimination guidance and issues in the workplace. This includes advising on civil rights, EEO, ADA, and non-discrimination issues affecting Department clients and employees seeking services. The position also assists with employee relations, mediates conflict resolution, and recommends an appropriate course of action. The position performs this work in a heavily unionized environment encompassing several collective bargaining agreements.

Knowledge, Skills, and Abilities (Behaviors):
  • Extensive knowledge of the theories and practices of human resources, including but not limited to the areas of equal employment opportunity, progressive discipline, labor relations, employee relations, workplace harassment, disability accommodations, etc.
  • Extensive knowledge of laws and regulations involved in prohibiting discrimination and harassment, including but not limited to the Family and Medical Leave Act (FMLA), Workers Compensation, Fair Labor Standards Act (FLSA), Montana Wrongful Discharge from Employment Act, Americans with Disabilities Act (ADA), Civil Rights Acts, Age Discrimination in Employment Act (ADEA), Montana Human Rights Law, etc.
  • Ability to interpret and analyze all applicable rules and regulations and apply those laws to cases.

Minimum Qualifications (Education and Experience):
  • Bachelor’s degree in human resources, personnel management, public administration, business management, or a closely related field.
  • Five years of related professional-level experience.
  • Other combinations of education and related experience may be considered on a case-by-case basis.

Training Assignment: This agency may use a training assignment. Employees in training assignments may be paid below the base pay established by the agency pay rules. Conditions of the training assignment will be stated in writing at the time of hire.
