Job Title: Climate Change Specialist

Overview:

The Climate Change Specialist provides expert technical input on climate policy, governance, and climate finance, with a strong focus on NDC processes and international climate architecture. This role underpins the assessment of the NDC Partnership’s value-add, strategies, and contribution to mobilizing finance and supporting NDC implementation and enhancement.

Responsibilities
Essential Duties/Tasks and Responsibilities:

  • Analyze the NDC Partnership’s role within global climate governance, including its added value relative to individual member interventions and other climate initiatives.
  • Assess alignment of the 2021–2025 Work Program with the Paris Agreement, NDC cycles, LT-LEDS, and broader UNFCCC processes.
  • Evaluate the performance and relevance of the Finance Strategy, including pathways for mobilizing finance, donor coordination, and engagement with climate funds and MDBs.
  • Contribute to the assessment of the Country Engagement, Knowledge & Learning, Major Emerging Economies, Gender, and Youth strategies from a climate policy and governance perspective.
  • Provide technical inputs on regional and country-level climate policy and climate finance trends based on document review, interviews, and field visits.
  • Support formulation of forward-looking recommendations for the 2026–2030 Work Program regarding governance, partner engagement, and climate finance mobilization.
  • Participate in key informant interviews, five country visits.

Qualification Requirements:

  • 10+ years of experience in climate change policy, NDC implementation support, or climate governance at international and/or national level.
  • Demonstrated understanding of Paris Agreement mechanisms, NDC and LT-LEDS processes, UNFCCC negotiations, and climate finance instruments (e.g., GCF, GEF, MDB climate windows, bilateral climate finance).
  • Experience working with governments, international organizations, donors, and/or multilateral institutions on climate policy, climate finance, and/or NDC-related support.
  • Experience contributing to evaluations, analytical studies, or strategic reviews in climate change and/or sustainable development.
  • Strong analytical and writing skills with ability to translate complex policy and finance issues into clear findings and recommendations.
  • Fluency in English required; working knowledge of French or Spanish is an asset.

Education:

  • Advanced degree in climate policy, environmental governance, climate finance, economics, or a related discipline.

Working Environment: Work is typically performed remotely.

Physical Requirements: This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.

Travel: five country visits.
