Code Compliance Manager - Neighborhood Services Department

The Neighborhood Service Department's (NSD) mission is to preserve, enhance and engage Phoenix neighborhoods. At its core, NSD solves neighborhood problems to maintain healthy and safe neighborhoods and to foster a sense of community and local pride.

NSD has a vacancy for a Code Compliance Manager position. This role is a critical supervisory position in the Preservation Division of NSD. This position oversees the two largest working groups within NSD and exercises considerable initiative and independent judgment, working under the general supervision of the Neighborhood Preservation Deputy Director. This position may initiate, develop, and manage a variety of NSD programs; manage special projects; and represent NSD on Citywide projects and working groups.

Responsibilities of this role include but are not limited to:

• Educate and enforce city codes and ordinances.
• Coordinate division training and curriculum.
• Evaluate and initiate city code amendments when necessary.
• Lead process improvement initiatives for productivity.
• Analyze and compile program data and statistical reports.
• Meet performance objectives and ensure excellent customer service.
• Respond to media and public inquiries; manage city and grant budgets.
• Prepare briefings and reports for management, City Council, and the City Manager's office.
• Engage with community groups, officials, and stakeholders on division policy and programs.
• Make public presentations and represent the division on committees and task forces.
• Collaborate with city departments and agencies to resolve complex public hazard cases.
• Ensure compliance with legal and federal procedures, including Community Development Block Grant reporting.
• Coordinate with community stakeholders, neighborhood associations, City Council, Mayor and the City Manager's office.

Pay Range: $102,668.80 to $137,592.00 annually.

• Lateral transfers occur when there is no change to the last two digits of the pay grade.

• Four years of experience in urban development or neighborhood revitalization at a level which required supervision.
• OR four years of participation in the program planning processes.
• OR four years of monitoring and evaluating compliance with H.U.D. guidelines.
• Bachelor's degree in public or business administration, urban planning, architecture, engineering, economics, or a related field.
• Other combinations of experience and education that meet the minimum requirements may be substituted.
• All finalists for positions are subject to a criminal background check applicable to the department or position.
• Some positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.

  • Making presentations to the public and elected officials.
  • Initiating and implementing process improvement and efficiency initiatives.
  • Collaborating with other governmental departments and agencies.
  • Establishing, implementing, and monitoring quality control measures.
  • Working with community stakeholders and neighborhood associations to resolve neighborhood issues.
