Performs a variety of routine and complex work in the interpretation and enforcement of adopted codes and related rules and regulations. This position reports to the Code Enforcement Field Supervisor.

EXAMPLE OF DUTIES
Regularly patrols or inspects the City to monitor for violations of local codes. Regularly patrol, inspect and document substandard structures and monitor for violations of local codes. Drive each street of their zone and systematically work code violations throughout their entire assigned area.Responds to complaints of potential code violations relating to signing, building occupancy, nuisances, or other conditions; such as, housing conditions, construction, land use, zoning, illegal dumping, clearing of trees, overgrown weeds and brush lots, substandard structures, junked vehicles, parking on unimproved surfaces, or other code related matters.Conducts field investigations of potential violations; gathers evidence; questions or interrogates complainants, witnesses and suspects; compares facts to code requirements; makes findings; and issues warnings, correction notices, or citations. Monitors illegal dumping areas and deploys cameras as needed. Assist in obtaining, preparing, and presenting exhibits or other evidence during NRB meetings/hearings.Meets with citizens, owners, tenants, contractors, developers, businesses, etc. to review and explain code requirements and violations or potential violations; secures code compliance.Drafts and distributes a variety of correspondence, memoranda, notices, flyers, brochures, media releases, and reports relating to code enforcement issues and actions.Maintains a variety of logs and records related to inspection and enforcement activities; prepares recommendations for amendments and additions to codes or regulations, which relate to the position. Coordinates efforts with the police, planning, building and related departments, the prosecuting attorney, and other staff or agencies, as needed.Works with police and prosecutors to obtain written or tape-recorded statements, depositions, or admissions, as needed.Reviews cases being prepared for trial with emphasis on the evidentiary and legal issues crucial to successful prosecution. Prepares detailed reports of activities and investigations made; consults with prosecutors and prepares case report for court action; testifies in court.Assist in obtaining, enhancing, preparing, or presenting exhibits, or other evidence in court as required. Must be able to work alone, and be able to work well with department heads, citizens, employees, supervisors, and City Council. Must be able to work with a multitude of people and personalities. Must have knowledge of Code Enforcement principles, practices, and methods as applicable to a Municipal setting. Must be able to learn protocols, policies, and procedures.Must have knowledge of applicable laws (State and Local), standards and regulations relating to various land use, nuisance and public safety codes.Must have working knowledge of inspection techniques and construction/rehab principles. Must have ability to prepare, organize and maintain inspection field data and use sound judgment in drawing conclusions and making decisions. Must have ability to analyze complex situations and problems. Must have ability to comprehend and articulate complex facts and relationships in detail. Must have ability to summarize and write clearly, concisely, and legibly. Must have ability to communicate and testify in court in an objective, concise, and professional manner. Must have ability to follow verbal and written instructions, and handle stress for situations, and effectively deal with difficult or angry people.OTHER JOB FUNCTIONS: Provides information to persons who request information or assistance in code enforcement related matters and educates the citizens through public speaking. Board up substandard structures.Perform light tests as needed.Ensure that all required certifications and continuing education is up to date.Performs other related duties as assigned.SKILLS, KNOWLEDGE AND ABILITIES: Must have working knowledge of personal computers, accompanying software, and Word Processing and Data Base Software.Must be able to operate a motor vehicle, telephone, hand tools, mobile or portable radio, copy and FAX machine.Must be able to lift, carry, push, and pull 50-lbs. Must be able to sit and stand 4-hours daily. Must be able to bend, stoop, twist, turn, walk, climb, crouch, crawl run, kneel, balance, reach (high and low), grasp, jump, and throw. Must be able to feel and have good finger movement. Must have good speech, hearing, and sight (near, far, and depth perception. Must be able to tolerate climate and temperature changes, cold, heat, humidity, wetness, and dryness. Must be able to work in confined spaces, and with a variety of working conditions.
