Job Summary
We are seeking a highly skilled and detail-oriented Commercial & Contracts Manager to oversee all commercial, cost, and contract management functions for real estate development projects. The role covers the full lifecycle of consultant, contractor, and supplier engagements, ensuring cost control, contractual compliance, claims management, and successful project delivery within approved budgets.
The ideal candidate will bring strong experience in quantity surveying, procurement, contract administration, and commercial evaluation within the UAE real estate and construction industry.
Key Responsibilities1. Commercial, Cost & Contract Management
- Prepare development budgets based on project briefs and approved scopes.
- Establish and maintain project budgets, cash flow forecasts, and cost reporting systems.
- Manage procurement processes for consultants and contractors, including pre-qualification, RFP preparation, and commercial evaluations.
- Lead contract administration across all project stages, ensuring alignment with commercial and legal requirements.
- Review and prepare RTPs and related approval documentation.
- Oversee consultants’ and contractors’ insurance and bond submissions, ensuring timely renewals.
2. Cost Control, Estimation & Claims
- Prepare cost estimates and review cost plans submitted by consultants.
- Control and monitor project expenditures to ensure alignment with approved budgets.
- Conduct site visits to verify progress, validate quantities, and confirm materials delivered for payment applications.
- Assess and evaluate claims related to variations, extensions of time (EoTs), and commercial disputes.
- Manage the full change management process, ensuring variations are properly evaluated, justified, and approved.
- Lead commercial evaluation of claims and oversee settlement of final accounts for consultants and contractors.
3. Procurement & Vendor Management
- Manage procurement programs and ensure timely onboarding of main contractors, consultants, and suppliers.
- Oversee third-party cost consultant (QS) performance and deliverables.
- Liaise with internal departments—project management, legal, finance—to support procurement, approvals, and commercial decisions.
- Conduct commercial meetings with consultants, contractors, and suppliers to track progress and resolve issues.
4. Stakeholder Coordination
- Work closely with the Head of Project Development, Project Managers, and Finance teams.
- Coordinate with external stakeholders including consultant QS teams, contractor commercial managers, and suppliers.
- Ensure alignment and transparency across all commercial and contractual interactions.
5. Reporting & Documentation
- Prepare and maintain all commercial documentation, including contracts, cost reports, payment certificates, and variation logs.
- Support senior management with commercial insights, risk assessments, and cost optimization recommendations.
RequirementsEducation
- Bachelor’s Degree in Quantity Surveying (QS) or equivalent.
Experience
- 10–15 years of experience in quantity surveying, commercial management, and contract administration within construction or real estate development.
