Duties Summary

Advance your legal career with the Hawai'i State Senate as a Committee Attorney for the 2026 Legislative Session. This is a temporary, full-time position for licensed attorneys interested in legal research, policy, and public service, working at the heart of Hawai'i’s legislative process.

Key Responsibilities:
The Committee Attorney will work closely with Committee members and staff on a range of legislative issues, including:
  • Legislative Bill Drafting: Draft legal documents, bills, and memoranda.
  • Legal Analysis & Research: Conduct in-depth legal and policy research, analyze legislation referred to the Committee, and advise on amendments.
  • Committee Support: Assist with committee hearings (including state judicial confirmations), support committees by preparing materials, taking notes, and ensuring compliance with legal procedures.
  • Collaboration: Participate in meetings with legislators, advocates, and community members; collaborate with attorneys and staff in a fast-paced, team environment.

Subject areas may include:
The Judiciary Committee
  • Ethics, campaign spending, and election laws.
  • Penal Code, juvenile justice, and other criminal law matters.
  • State Judiciary programs and court procedures.
  • Individual and civil rights.

The Commerce and Consumer Protection Committee
  • Consumer protection, anti-trust, and fair competition
  • Insurance, landlord-tenant law, and real property
  • Business regulation, professional and vocational licensing
  • Financial institutions and practices
  • Public utilities and telecommunications

Minimum Qualification Requirements

LEGAL AUTHORIZATION TO WORK REQUIREMENT: The State of Hawai'i requires all persons seeking employment with the government of the State shall be citizens, nationals, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States.

Qualifications:

  • Juris Doctor (J.D.) required.
  • Active Hawai'i bar license preferred. Will consider attorneys licensed out of state and recent law school graduates.
  • Must possess strong legal research, writing, drafting, and analytical skills.
  • Team player with the ability to multi-task, adapt to changing priorities, and work under deadlines.
  • Experience in legislative, criminal, administrative law or public policy is a plus, but not required.

Other Information

This position is exempt from the civil service and considered temporary in nature. Therefore, if you are appointed to the position, your employment will be considered to be "at will," which means that you may be discharged from your employment at the prerogative of your department head or designee at any time.

  • Salary: $5,000 – $7,500 per month, commensurate with experience.

  • Must be able to work in-person in Honolulu, Oahu.
