The Communications Designer II is responsible for reviewing and processing permit applications submitted by communication companies requesting to attach to power distribution poles. This position ensures that all proposed attachments comply with company standards, engineering requirements, and the National Electrical Safety Code (NESC). The role is primarily office-based but may require occasional field visits to verify measurements, clearances, and existing conditions.

  • Evaluate measurements, photos, and design documentation to ensure accuracy and NESC compliance.
  • Identify violations or clearance issues and develop clear, actionable directives for communication companies to correct designs before approval.
  • Coordinate with internal distribution design teams, field technicians, and external stakeholders to resolve design conflicts or safety concerns.
  • Maintain accurate records of permit reviews, correspondence, and approvals in designated systems.
  • Support process improvements that streamline the permit review workflow and enhance compliance tracking.
  • Conduct safety audits utilizing the company’s standardized pole attachment review method to verify compliance with NESC, company safety policies, and regulatory standards.
  • Conduct occasional field visits to verify attachment conditions and ensure that as-built installations meet design and code requirements.
  • Provide guidance to communication companies regarding design standards, clearance requirements, and construction practices.
  • Stay current with changes to NESC, company policies, and industry practices related to joint use and pole attachments.

What You Bring:

  • Associate’s or bachelor’s degree in engineering technology, drafting/design, or related field preferred; equivalent utility experience accepted.
  • 2+ years of experience in electric distribution, communications design, or joint-use operations.
  • Strong understanding of NESC standards and clearance requirements.
  • Ability to read and interpret distribution and communication construction drawings.
  • Proficiency with design or mapping software (e.g., GIS, AutoCAD, or similar platforms).
  • Strong analytical, communication, and documentation skills.
  • Detail-oriented with a commitment to safety, accuracy, and regulatory compliance.
  • Valid driver’s license and willingness to conduct occasional field verification.
  • Analytical and detail-focused, with sound technical judgment.

  • Collaborative and solutions-oriented.
  • Strong sense of accountability and ownership over work quality.
