COMMUNICATIONS, MEDIA AND PUBLICATIONS MANAGER
The State Education Resource Center (SERC) is seeking candidates for a full-time position as
Communications, Media, and Publications Manager. The Communications, Media, and Publications
Manager will lead the development, design, and distribution of all written and digital materials across the
organization. They also support the organization’s outreach and dissemination efforts across multiple
platforms and social media channels. The position reports directly to the Director of Program Budgets and
Services Administration.

General Summary
The Communications, Media, and Publications Manager will serve as a key member of the SERC team
and is responsible for leading the strategic development, design, branding, and distribution of all written
and digital materials across the organization. This includes newsletters, brochures, flyers, training
materials, articles, websites, and social media content; email campaigns such as monthly events
messaging, promotional materials, and outreach through mass media channels. This position ensures that
all communications align with SERC’s vision and mission, as well as established style and standards,
while tailoring messages to effectively engage diverse audiences. A key role of this position is to evaluate
and enhance the effectiveness and cultural responsiveness of SERC’s communication strategies, ensuring
that they resonate with racially, culturally, and linguistically diverse communities, as well as individuals
with disabilities. The incumbent also provides training and support to staff in writing, editing, and
publication practices, thereby contributing to the overall quality, consistency, and impact of SERC’s
outreach and public engagement efforts.
Essential Job Functions
The Communications, Media, and Publications Manager will lead the development and execution of
strategic communication efforts that promote SERC’s mission and initiatives. This role manages media
relations and oversees the creation, design, editing, and distribution of written and digital content that
supports educational equity and positive outcomes for children and youth of all backgrounds and abilities.
This involves coordinating with the Connecticut State Department of Education (CSDE) and other
partners to ensure messaging and brand management are accurate. Applicants must have the ability to

Supervisory Responsibility
This position does not currently include supervisory responsibilities, although this may change in the
future.
Work Environment
The Communications, Media, and Publications Manager will operate in a hybrid environment including
professional office and virtual environments, requiring smart business attire. This role routinely uses
standard office equipment such as computers and phones. The position also includes off-site
responsibilities, including schools, workshops, conferences, training sessions, and community events.
Occasionally early mornings, evenings, and weekends may be required depending on travel to schools,
meetings, or training sites.

While performing the duties of this position, the employee is regularly required to communicate effectively,
remain mobile, use hands and fingers to operate equipment, handle or feel objects, and reach with hands
and arms. The position may require standing for extended periods and occasionally lifting or carrying items.
The employee must have access to reliable transportation or the ability to travel to off-site work locations
as required.
Position Type/Expected Hours of Work
This role is a Full-time, exempt position. Occasionally, weekend or after-hours work may be necessary.
After six months of employment, the position will have the option of a hybrid schedule, which requires a
minimum of three days in the office per week.
Education and Experience
Bachelor’s degree in communications, journalism, public relations, marketing, English, education, or a
related field, with a minimum of four years of experience in communications, publication management, or
social media and design. Experience in nonprofit, advocacy, government, or education-focused settings is
preferred. Equivalent combinations of education and experience may also be considered.
Salary
$83,500.00 - $118,247.00
*Salary is non–negotiable; all new hires will start at the beginning of the range.
