Compliance and Quality Assurance Manager

Position Overview:
Compliance and Quality Assurance Manager will oversee and ensure compliance with regulatory standards and lead quality assurance initiatives. This role is critical in maintaining the highest standards of health, safety, and rights for the population we serve. This role requires collaboration with clients, families, healthcare professionals, and other external stakeholders.
Role Responsibilities:
Compliance & Quality Assurance
- Track and implement workflow and compliance standards throughout the organization.
- Develop and implement corrective action plans and interventions to ensure program compliance with regulations as assigned.
- Conduct periodic division and service-related audits, develop corrective action plans, and ensure completion as assigned.
- Manage and track all participant paperwork compliance and maintain internal processes to ensure compliance.
- Develop, track, and prepare management reports on compliance across departments.
- Complete weekly and monthly quality assurance processes and assist in related projects.
- Ensure compliance with licensing, waivers, and uniform standards by tracking QA reports, updating forms, identifying training needs, and updating policies and statutes as necessary.
- Manage RTI’s operational use of EMR software for efficiency and compliance.
- Oversee and provide high-quality documentation regarding individualized service plans as required by licensure/certification standards.
Incident & Risk Management
- Oversee and lead assessments on incident reports and DHS investigations to evaluate potential risks, ensuring proactive measures are implemented.
- Oversee incident and grievance reporting and work with operational leaders to manage processes and next steps by using Root Cause Analysis methodologies and implement corrective actions.
Licensing, Certification & Legislative Engagement
- Oversee licensure and certification reviews for all RTI departments. Complete statute and certification applications and renewals as assigned.
- Engage with County, Department of Human Services (DHS), and policy workgroups focused on legislative changes.
- Initiate and execute legislative changes within internal processes and procedures.
Department Oversight
- Manage, develop, coordinate, and support systems improvements for compliance and quality.
- Collaborate with cross-functional teams to address quality issues and ensure quality objectives are achieved.
Training & Learning Management
- Align training objectives with licensing requirements and organizational needs.
- Provide training to departments as needed.
- Special projects when assigned or role evolves.
Required Qualification and Experience:
- Bachelor's degree in a healthcare-related field.
- Meet the requirements of a Designated Coordinator and have a minimum of three years of supervisory level experience in a program providing direct support services to persons with disabilities or persons age 65 and older preferred.
- Must pass the required background check and remain eligible to provide services as defined by the Minnesota Department of Human Services.
- Must pass the screening required by Federal Human Services Office of the Inspector General to assure that person has not been excluded from working in the Health Care Programs which receive federal funding.
Preferred Qualification and Experience:
- Master’s degree in a healthcare-related field or project management-related field preferred.
- One or more years of experience in compliance and quality assurance in a healthcare-related field preferred.
- Knowledge of HCBS and MN Statutes which may include: 245D, 245I, Mental Health and Case Management Services.
- Experience providing direct services to adults with serious and persistent mental illness.

Compensation: $80,000-$90,000
Type: Full-Time
Location: Mendota Heights, MN
Physical & Mental Requirements
Employees in this role must be able to:
- Walk, stand, sit, bend, climb stairs, use a ladder, and perform crisis prevention/intervention techniques
- Use hands for writing, typing, data entry, and medication dispensing
- Lift up to 40 lbs. and occasionally exert physical effort during duties
- Maintain vision and hearing necessary for reading charts, operating office equipment, using a computer, and driving a vehicle
