Key Responsibilities

New Facility Construction Projects

  • Manage all phases of new facility projects (feasibility, budgeting, design, tendering, construction, and handover)
  • Prepare investment budgets and regularly report cost and expenditure controls
  • Select and coordinate architectural and engineering teams, ensuring alignment with client expectations
  • Prepare tender documents, manage tender processes, and oversee contractor selection and contract management
  • Follow up on permit and approval processes with public authorities and municipalities
  • Supervise site works for compliance with project specifications, quality standards, and schedules
  • Review and approve progress payments and manage related approval workflows

Maintenance and Repair of Existing Facilities

  • Evaluate maintenance and repair needs across facilities nationwide
  • Manage site inspections, cost estimations, bidding, and contractor selection processes
  • Ensure all maintenance and repair works are completed within budget, schedule, and quality standards
  • Conduct on-site acceptance and provisional handover procedures
  • Prepare and monitor annual maintenance budgets and report progress

Qualifications and Skills

  • Bachelor’s degree in Civil Engineering or Architecture
  • 8-9 years of experience in project management and on-site construction
  • Proven track record in all phases of investment projects (design, tender, contract, construction, delivery)
  • Experience in obtaining permits and approvals from public authorities
  • Strong background in budgeting, cost control, and progress payment management
  • Analytical mindset with strong problem-solving and decision-making skills
  • Excellent negotiation, contract management, and stakeholder communication abilities
  • Proficient in MS Office, AutoCAD, and project management tools
  • Willingness to travel and flexibility in working hours
  • Fluent in English (both written and spoken)
