Job Summary

The Cost Analyst for Wind Project EPC & Systems Procurement is a critical financial position responsible for rigorous cost management across the entire project lifecycle. This role focuses on controlling all capital expenditures (CAPEX) for utility-scale wind energy projects, from the procurement of major systems (e.g., Wind Turbines, Balance of Plant equipment) through to construction and commissioning. The analyst will integrate detailed cost components into financial models, manage vendor contracts, and ensure projects are delivered within budget

Key Responsibilities

1. Project Cost Baseline & CAPEX Management

Budget Establishment: Develop, manage, and maintain the detailed Project Cost Baseline (CAPEX budget) aligned with the Work Breakdown Structure (WBS) and executed EPC contracts. This includes:

Turbine System Costs: Incorporating and tracking costs from Wind Turbine Supply Agreements (TSAs) (Nacelle, Rotor, Blades, Tower).

Balance of Plant (BOP) Costs: Managing costs for Civil Works (foundations, access roads) and Electrical Infrastructure (collection system, substation, interconnection).

Soft Costs: Tracking costs for logistics, development, permitting, and Sunfan's internal EPC project management overhead.

Financial System Integration: Ensure accurate input, tracking, and reporting of project budgets, commitments, and actual costs within Sunfan's ERP and project accounting systems.

2. Systems Procurement & Contract Cost Analysis

Major Contract Analysis: Provide detailed financial analysis of all major vendor contracts, particularly TSAs and significant subcontract packages.

Commercial Terms: Scrutinize contractual payment milestones, currency exposure, escalation clauses, and liquidated damages to quantify financial risks and opportunities.

Commitment Tracking: Work closely with Procurement to track all financial commitments (Purchase Orders, Subcontracts) against the budget, ensuring no overruns during the procurement phase.

Cash Flow Forecasting: Generate accurate cash flow forecasts for all equipment and services, aligning with contractual payment milestones and construction schedules, covering initial deposits through final payments.

3. Cost Control, Forecasting, and Reporting

Variance Reporting: Produce regular Cost Control Reports for project leadership, detailing Budget vs. Actual (BvA) and Forecast vs. Baseline variances across all CAPEX components.

Estimate at Completion (EAC): Drive the rigorous monthly review of the Estimate at Completion (EAC), challenging inputs from Engineering and Construction teams to ensure the final project cost is accurately predicted.

Change Management: Manage the financial process for all scope changes, tracking internal and external Change Orders (COs), quantifying their cost impact, and allocating approved costs against the project budget.

Historical Data: Collect and archive detailed cost data for all CAPEX components (turbine unit rates, BOP costs, installation rates) to enhance the accuracy and competitiveness of future EPC bids.

Technical Skills:

* Expert proficiency in Microsoft Excel for complex financial and CAPEX modeling.

* Strong knowledge of Project Controls best practices, including WBS, Earned Value Management (EVM), and EAC methodologies.

* Experience with ERP systems (e.g., SAP, Oracle) and project controls software.

* Ability to interpret commercial clauses within large vendor contracts (TSAs, EPC subcontracts).
