Under the direction of the County Executive, the Director of Human Resources directs and coordinates all human resource activities such as employment, benefits, compensation, labor relations, and training. The Director serves as a strategic partner to County leadership, helping to shape policies and programs that support employee engagement, organizational efficiency, and compliance. Duties include:

  • Oversee recruitment, hiring, and onboarding for County positions.
  • Administer workers’ compensation benefits and maintain OSHA compliance records.
  • Develop and manage the Human Resources budget and support the overall County budget process.
  • Coordinate the County Pension, OPEB Trust, and FOP Disability benefits for the Sheriff’s Department.
  • Administer and monitor salary, benefits, and classification systems to ensure equity and compliance.
  • Oversee health insurance programs, open enrollment, COBRA, and related federal and state reporting requirements.
  • Manage Family and Medical Leave (FMLA) and ensure adherence to applicable laws and policies.
  • Ensure compliance with all federal, state, and local employment laws and regulations.
  • Provide guidance to employees and supervisors on benefits, pay, and personnel issues.
  • Communicate HR policy and benefits updates through meetings and employee information sessions.

Qualifications:

Must possess a Bachelor’s degree in Business, Human Resources Management, Public Administration, or a related field; Master’s degree (MBA) or comparable advanced degree majoring in public administration or management is preferred; Must have 7 to 10 years of progressively responsible human resources management experience with a large organization, preferably a government agency; Human Resources Certification, such as SHRM, is preferred; Proven leadership and strategic HR management ability; Excellent communication, interpersonal, and problem-solving skills; Ability to partner effectively with County leadership, employees, and external partners; and Ability to successfully pass drug screening and background check.

Job Type: Full-time

Pay: $105,712.00 - $112,995.00 per year
