Position Summary
Performs highly complex (senior-level) telecommunications engineering work involving cabling plans for new and remodeled buildings both on and off the State of Texas Capitol Complex. Work involves planning and design functions; frequent interaction with customers, other agencies and vendors involved in cabling projects; preparation and documentation of cabling plans, e.g., scope of work, cost estimates and proposals, budgets, cable records, outside plant maps, etc. Works under limited supervision with considerable latitude for the use of initiative and independent judgment.
· Meets with customers to define requirements and prepares scopes of work and cost of proposals. Prepares budgets and cost estimates for telecommunications for the Texas Facilities Commission’s (TFC's) Design, Construction and Leasing (DCL) program on projects related to building construction, and renovation of acquired facilities and remodeling of existing facilities.
· Plans, organizes, documents and coordinates projects for buried conduit systems, building distribution systems (BDS), and voice and data cabling systems.
· Coordinates with DCL program staff regarding critical milestones for completion of construction projects to ensure that telecommunications will be available and operable when required. Monitors cable facility availability within and between buildings and makes recommendations for adjustments as appropriate.
· Provides technical and plant engineering support to the Capitol Complex Telephone System and the Greater Austin Area Telecommunications Network (GAATN). Prepares and adheres to budgets for CCTS and GAATN outside/inside plant facilities.
· Responsible for ensuring accurate maintenance of the division’s cable recordings and outside plant maps; develops policies and procedures as appropriate to achieve the desired level of quality.
· Responsible for ensuring accurate updates of the division’s Outside Plant (OSP) cable Maps. Showing future and completed projects.
· Plans, assigns, reviews, and supervises the work efforts of contractors.
· Performs other work-related duties as assigned.
Education
· Graduation from a four-year college or university with major coursework in electrical engineering, telecommunications, or a related field.
· Additional work-related experience may be substituted for education on a year-for-year basis (High school diploma required).
Experience and Training Required
· Five (5) years full-time wage-earning experience in planning, implementation, and operation of telecommunications systems.
· Three (3) years of experience managing Outside / Inside plant projects.
· Experience in the design, construction, and maintenance of outside plant infrastructure.
· Experience in maintaining existing and ongoing projects related to the telecommunication design of inside and outside plant facilities.
Experience and Training Preferred
· Experience with a telephone or interconnect company.
· Registered Communications Distribution Design (RCDD) certification.
Knowledge, Skills, and Abilities
· Knowledge of the principles, practices, and techniques of telecommunications design.
· Knowledge of switching and interconnect systems.
· Knowledge of telecommunications voice and data cable standards and facility requirements.
· Knowledge of project management practices.
· Ability to plan, organize, and supervise the work efforts of contractors.
· Ability to manage multiple projects.
· Ability to establish and maintain effective and cordial working relationships at all organizational levels, including agency management, direct supervisors, co-workers, internal and external customers.

Computer Skills
