The Solid Waste Management Board (SWMB) is accepting applications for an Environmental Resources Specialist that will work with local solid waste authorities and other interested parties to accomplish goals relating to solid waste management programs and planning. This position will be responsible for: monitoring compliance of legislative requirements; working with comprehensive litter and solid waste control plans, commercial solid waste facility plans, statewide solid waste plans, and resource updates; providing training on solid waste issues including recycling, litter, grants, and related projects; building relationships with stakeholders; and statewide education and outreach.

Duties/Responsibilities:

  • Report to the Recycling and Marketing Development Manager.
  • Interact with private, municipal, county, state, and federal entities to achieve solid waste goals.
  • Interpret and comprehend laws, rules, policies, and procedures and their application across multiple sectors.
  • Provide technical assistance and training to the state, county and regional solid waste authorities, and the general public, related to planning, organizing, and implementing solid waste, recycling, and litter programs.
  • Provide technical assistance and training to county and regional solid waste authorities in maintaining and updating required plans to ensure compliance with federal, state, and local codes.
  • Support statewide development and improvement efforts through research of solid waste and recycling issues, data collection, statistical data analysis and development of reports.
  • Prepare and display exhibits answering questions from attendees, present awards, and provide presentations at events and conferences.
  • Assist with the WV SWMB grant process for funding to solid waste authorities.
  • Represent SWMB on committees as assigned and in other stakeholder groups.
  • Perform additional duties as necessary as assigned by supervisor and director.

Required Skills/Abilities:

  • Knowledge of environmental applications in the area of waste management.
  • Excellent public speaking and written communication skills.
  • Interpersonal and networking skills with the ability to build and maintain positive relationships with a wide variety of contacts such as local government and media source contacts.
  • Strong organizational and time management skills with the proven ability to meet deadlines while managing multiple tasks and projects.

Education and Experience:

Bachelor’s degree in natural or applied science such as Environmental Science from an accredited college or university. Full-time or equivalent part-time paid professional experience relevant to the position may be substituted for the required training at a rate of one (1) year of experience for every thirty (30) semester hours of training.

Physical Requirements:

  • Prolonged periods of sitting at a desk and working on a computer.
  • Must be able to lift up to 25 pounds at times.
  • Must have and maintain a valid Driver’s License. Operating a motor vehicle will be a required function of this position.
  • Some travel and overnight stays will be required for this position.
