The mission of the Department of Technology and Enterprise Business Solutions (TEBS) is to be responsive, collaborative, and innovative in providing technology solutions and services to facilitate the delivery of a wide range of services in all branches of government. The department strives to provide its solutions and consultative services in a cost-effective, timely, and high-quality fashion to reduce service times, avoid inflated costs, reduce information security risk, and improve the quality of County services through automation-assisted process improvement. The department facilitates business and reengineering processes to improve legacy workflow and streamline services to our customers.


WHO WE ARE LOOKING FOR

The Department of Technology and Business Enterprise Solutions, Office of Digital Transformation, is responsible for the operations of the County's core business systems (financials, human resources, procurement, and order/warehouse management). Enterprise Resource Planning (ERP) provides production support and supports business owners in meeting their operational needs, adapting to the ongoing and changing environment, reengineering business processes to improve efficiency, implementing new initiatives, and staying abreast of systemic enhancements and improvements to the County's ERP systems.


ERP seeks a highly skilled Enterprise Resource Planning (ERP) Functional Business Analyst to provide support for Financials and work cross-functionally in an Oracle e-Business Suite (EBS) and Oracle Business Intelligence Enterprise Edition (OBIEE) environment.


What You'll Be Doing

The selected candidate in this position will provide day-to-day support for Oracle EBS Financials and apply their significant knowledge of financial business processes, terminology and requirements.

The array of duties and responsibilities requires proven expertise in functional business processes and mastery of Oracle EBS to identify business needs, recommend solutions, and work collaboratively with subject matter experts, business owners and users.

The selected candidate will apply excellent interpersonal and written skills to their communications and be able to adapt in an ever-changing environment. The duties and responsibilities will include but are not limited to:

  • Performing detailed analysis and leading the resolution of production issues in a timely and efficient manner.
  • Creating and maintaining application configurations to support business needs and ensure system integrity.
  • Conducting business requirement reviews and translating them into clear, functional specifications.
  • Identifying and recommending best practices to streamline and optimize enterprise business operations.
  • Documenting business requirements, system configurations, functional design specifications, test plans, test cases, user training materials, and implementation strategies.
  • Serving as a liaison between technical teams (Developers/DBAs/Sysadmins) and business stakeholders to ensure system solutions meet user needs.
  • Collaborating with technical and functional teams to design and develop OBIEE (Oracle Business Intelligence Enterprise Edition) models, reports, and dashboards.
  • Preparing and executing thorough test plans to validate system patches, modifications, and updates before deployment to production.
  • Conducting research on ERP, Cloud, and AI technologies to provide strategic insights and recommend solutions that enhance business processes in a cost-effective and efficient manner.


The position will require work schedule flexibility including some after-hours, and weekend work if necessary to meet operational or customer requirements.

As part of the selection process, candidates will be required to complete a medical history form to assess your ability to safely perform the essential duties of the role and undergo a urine drug screening prior to appointment.

A criminal background and credit history check will be conducted on the selected candidate prior to appointment and will be a significant factor in the hiring decision.

Minimum Qualifications

Experience: Four (4) years of professional experience with enterprise systems in the Finance domain, specifically using at least two modules of Oracle E-Business Suite (EBS), OBIEE, or related Oracle Financial and Supply Chain modules.

Note: This posting is limited to Financial/Supply Chain assignments only.

Education: Graduation from an accredited college or university with a Bachelor’s degree in Finance, Accounting, Human Resource Management, Computer Science, Computer Engineering, Information Systems/Technology, or another field from an accredited college or university. Certifications in specific applications may be required, depending on the duties of the position

Equivalency: An equivalent combination of education and experience may be substituted. For applicants possessing very hard-to-find skills which are a critical need to the department/agency, training and certification may be accepted in lieu of full degree requirements.

Preferred Criteria, Interview Preferences

All Applicants will be reviewed by the Office of Human Resources (OHR) for minimum qualifications. Those applicants who meet minimum qualifications will be rated “Qualified,” placed on the Referred List, and may be considered for an interview.

Preference for interviews will be given to applicants with experience in the following:

  • Implementation and/or upgrade of one or more modules in Oracle eBusiness Suite or other Enterprise Resource Planning (ERP) systems.
  • Providing functional support for patches, upgrades, and system enhancements in Oracle eBusiness or other ERP platforms.
  • Working knowledge of Oracle technologies and reporting tools, or similar tools used in ERP environments.
  • Experience in creating and maintaining system configurations within Oracle or other ERP systems.
  • Proven ability to troubleshoot and resolve issues in Oracle eBusiness or comparable ERP systems.
  • Understanding of standard financial business processes as they relate to ERP systems.
