Procurement Specialist (On-Site, Federal)
Location: Washington, D.C. (Onsite Only)
Work Type: 1099 Contractor
Schedule: Monday–Friday, 8:00 AM–5:00 PM
Clearance Required: Active Secret Clearance
About the Role
We are seeking a highly skilled Federal Procurement Specialist to support a high-volume government procurement environment in Washington, D.C. This fully onsite role requires an Active Secret Clearance and strong federal contracting experience. You will manage the full procurement lifecycle—purchasing supplies and services, drafting solicitations, managing contracts, coordinating with vendors, processing financial actions, and ensuring compliance with federal and judiciary procurement policies.

Key ResponsibilitiesProcurement & Purchasing
- Serve as a contracting professional purchasing consumable supplies, automation supplies, equipment, and services.
- Process purchase orders for government and non-government vendors using an established financial management system.
- Research and evaluate suppliers for price, quality, service, and compliance with federal standards.
- Negotiate pricing and terms to secure best-value outcomes.
- Identify, evaluate, and maintain qualified vendor lists.
Solicitation & Contract Management
- Prepare and post RFQs, RFPs, and RFIs in accordance with federal procurement policies.
- Manage contracts from initiation through closeout, including performance monitoring, modifications, issue resolution, and deobligations.
- Review agreements and contracts prior to execution; provide recommendations or required revisions.
- Assist with clarifying requirements, managing vendor relationships, and resolving conflicts.
Financial & Compliance Activities
- Coordinate with financial staff to confirm funds availability and authorization.
- Track commitments, obligations, deobligations, expenditures, and subscription renewals.
- Review and process travel authorizations and obligate travel funds.
- Reconcile procurement-related financial accounts.
- Ensure adherence to federal appropriations law, Guide to Judiciary Policy, internal controls, and separation-of-duties standards.
- Maintain strict confidentiality and security of all procurement records.
Tracking, Documentation & Reporting
- Maintain accurate procurement files for audit and record-retention requirements.
- Track delivery of goods and services; follow up on outstanding orders.
- Document receipt of goods/services and coordinate tagging and inventory with property staff.
- Monitor the finance/procurement inbox and respond within two business days.
- Prepare procurement and financial reports for management.
- Support internal and external audits with timely access to records and documentation.
Required Qualifications
- At least 5 years of federal contracting experience, with increasing responsibility.
- Bachelor’s degree in Business Administration, Public Administration, Finance, Accounting, or a related field.
- Strong understanding of federal procurement regulations, the Guide to Judiciary Policy, and federal appropriations law.
- Hands-on experience processing purchase orders and managing procurement actions in a federal environment.
- Proficiency with financial management systems and Microsoft Office (Word, Excel, Outlook).
- Exceptional attention to detail, strong organizational skills, and reliable follow-through.
- Clear and professional communication skills, both written and verbal.
- Ability to work independently, manage competing deadlines, and thrive in a fast-paced work environment.
Pay: $84,345.00 - $110,000.00 per year
