Location: OPTEVFOR Headquarters, Norfolk, VA

Clearance: Secret (Eligible) required prior to start.

Projected Starting Date: Mid-January 2026


Overview:

This position provides critical scheduling, analytical, and coordination support to OPTEVFOR for all East Coast Fleet resource requests supporting Operational Test (OT) and Developmental Test (DT) events. The role integrates test program requirements, Fleet availability, and scheduling processes to ensure effective allocation of ships, submarines, aircraft, and other Fleet assets for Navy and multi-service RDT&E activities.


Key Responsibilities:

  • Coordinate and manage Fleet resource scheduling for all East Coast DT/OT events, ensuring alignment with program requirements and Fleet availability.
  • Provide technical and analytical support to OPTEVFOR OTDs, OTCs, developmental test directors, SYSCOMs, program offices, and OPNAV N94 staff.
  • Analyze test requirements, assess Fleet feasibility, and identify collaboration and consolidation opportunities across multiple test programs to maximize resource efficiency.
  • Draft Request for Services (RFS) messages and maintain all associated documentation.
  • Liaise daily with U.S. Fleet Forces Command (USFF) and CTF-80 schedulers to resolve routine and emergent Fleet support requirements.
  • Maintain accurate records of all Fleet resource requests, dispositions, fill rates, cancellations, and TEIN data in iTEST.
  • Conduct recurring Fleet resource training during the OPTEVFOR OTD Basic Course and provide annual briefing updates to OPTEVFOR leadership and OPNAV N94.
  • Monitor and communicate risks to Fleet support availability, escalating issues to OPTEVFOR leadership and N94 when necessary.
  • Support planning and execution of OT events requiring Fleet asset participation.

Required Knowledge & Experience:

  • Minimum 2 years of experience scheduling Fleet resources for operations, training, or testing.
  • Demonstrated experience briefing senior military and civilian personnel.
  • Deep knowledge of CFFC OPORDER 2000, COMPACFLT OPORDER 201, and associated Fleet scheduling processes.
  • In-depth understanding of the SECNAV 5000 series and Navy acquisition processes as they relate to T&E.
  • Familiarity with Navy-wide OT&E policies, analytical methods, and T&E disciplines sufficient to shape recommendations affecting major test programs.
  • Detailed understanding of U.S. Navy ship, submarine, and aircraft capabilities, mission sets, command structure, and operational employment.
  • Knowledge of DT/OT priorities and impacts of resource delays or shortfalls across multiple test programs.
  • Ability to identify collaboration opportunities across test programs and influence test directors and resource schedulers to consolidate events and reduce cost.

Security & Compliance Requirements:

  • Secret Clearance (Eligible) required; compliance with all OPTEVFOR facility access, IT, and sensitive information handling requirements.
  • Successful submission of required background investigation documentation (SF-86, fingerprints, release forms) prior to start.
  • Annual Information Assurance training and adherence to NMCI/DoD IT access procedures.

Work Hours:

  • Standard OPTEVFOR hours: 0800–1600; flexible hours 0600–2000 per policy; weekend/after-hours work requires approval.
