Fulcrum Pvt Ltd is looking for a " Global Procurement Governance and Compliance Officer (Banking Sector) " for our leading client.

  • Role classification: Hybrid – 3 times WFO
  • Budgeted Salary: 180K – 230K Per month
  • Joining Date: Immediate - within a month
  • Contract Period: 1 Year



Job purpose


A Requirement for a highly experienced and detail-oriented Global Procurement Governance and Compliance Officer to join our global procurement department. This pivotal role is responsible for ensuring that procurement policies are aligned with regulations across all global locations and that Standard Operating Procedures (SOPs) are developed, implemented, and updated as needed. The role also involves managing the Center of Excellence (CoE) to drive best practices and continuous improvement, as well as spearheading the digitization of procurement services.


Governance and Compliance Officer:


  • Regularly assist for review and update of procurement policies to align with local regulations and global best practices.
  • KPI: Annual policy review and update completion rate of 100%.
  • Assist to develop and implement compliance monitoring programs to ensure ongoing adherence to procurement policies.
  • KPI: Quarterly compliance audit scores at or above 95%.


Supplier Invoice Processing:


  • Review of the supplier invoices in detail and submission of the supplier invoices invoice payment portal,
  • Good understanding of the accounts payable, invoice processing and payment process.
  • Supplier training for use of the Mashreq supplier portal
  • End user training for submission of the invoices in invoice payment portal.
  • Release of purchase Orders against approved requisitions


Procurement of Good and Services:

  • Good knowledge of the procurement process for Technology and Non-Technology.
  • Assist to float the RFPs for as per job requirements and maintain the required record
  • Back up of the procurements officers to perform their work during the absence
  • Good understanding of procurement system implementations and system testing


Training and Development:

  • Develop training materials and resources to support the understanding and implementation of procurement policies and SOPs.
  • KPI: Training material update and deployment completion within 1 month of policy/SOP change.

Data Analytics:

  • Prepare procurement data analytics reports in Power BI, Power points as per required frequency.
  • Prepare ad hoc management presentations in power point on monthly, quarterly and annual.
  • KPI: number of reports prepared during the review period


Stakeholder Engagement:


  • Work closely with internal stakeholders, including legal, finance, and regional procurement teams, to ensure a cohesive approach to procurement governance and compliance.
  • KPI: Stakeholder satisfaction rating of 90% or higher in annual surveys.


Center of Excellence (CoE):

  • Assist Manager to develop and disseminate best practice guidelines and tools through the CoE.
  • KPI: Quarterly update and distribution of best practice guidelines.
  • Assist Manager to facilitate cross-functional collaboration and knowledge sharing through the CoE.
  • KPI: Number of cross-functional workshops and training sessions conducted annually.


Digitization of Procurement Services:

  • Assist Manager for Implementation of digital tools and platforms to streamline procurement processes.
  • KPI: Reduction in manual processing time by 30% within the first year.
  • Ensure seamless integration of digital procurement solutions with existing systems.

KPI: Integration success rate of 100% with minimal disruption to ongoing operations


Operating Environment, Framework and Boundaries, Working Relationships:


  1. Increase of process efficiency, value added service.
  2. Ensure procurement policies are harmonized across all global locations, taking into account regional regulatory requirements and business needs.
  3. Continuous adherence and improvement of process in operational procurement – Process innovation.
  4. Identify potential compliance risks and develop mitigation strategies.
  5. Work closely with internal stakeholders, including legal, finance, and regional procurement teams, to ensure a cohesive approach to procurement governance and compliance.
  6. Develop comprehensive Standard Operating Procedures (SOPs) for procurement activities
  7. Adherence to Procurement Policies, Banks operating process and procedures must maintain confidentiality of banks and vendor’s information, documents etc.
  8. Drive the process and ensure adequate reports on system.

Escalation of internal misconduct, breach of code of ethics, confidentiality etc.


Decision Making Authority and Responsibility:


Identify potential compliance risks and develop mitigation strategies

Develop and disseminate best practice guidelines and tools through the CoE


Qualifications :


Education:

  • Bachelor’s degree in Business Administration, Supply Chain Management, Law, or a related field.
  • A relevant certification such as Certified Professional in Supply Management (CPSM) or Certified Compliance & Ethics Professional (CCEP) is preferred.


Experience:

  • Minimum of 3-5 years of experience in procurement governance, compliance, or a related field.
  • Proven experience in developing and implementing procurement policies and SOPs in a global organization.

  • Strong analytical and problem-solving abilities.
  • Excellent communication and interpersonal skills.
