The HR Specialist plays a key role in supporting the agency’s caregiver workforce by managing the full onboarding, and credentialing lifecycle for Home Health Aides (HHAs), Personal Care Aides (PCAs), and other field staff. This role ensures all newly hired caregivers meet New York State Department of Health and Medicaid standards and are fully prepared to begin and continue service. The HR Specialist maintains high compliance standards while delivering an efficient and positive onboarding experience.
Essential Duties & Responsibilities
Onboarding
Conduct full-cycle onboarding for HHAs, PCAs, and additional caregiver roles as needed.
Maintain candidate pipelines to support ongoing staffing needs.
Process all caregiver new hire paperwork accurately and efficiently.
Collect, verify, and track required documentation including:
HHA/PCA certifications
Physical exam, PPD/QuantiFERON, immunization records
Identifications, employment eligibility forms, references
Background checks (CHRC fingerprinting, OMIG, OIG, SEL, and other employability checks)
Schedule and conduct caregiver orientations.
Ensure timely and compliant data entry into HRIS/EMR systems
Set up employee profiles and personnel files according to DOH and labor law standards.
Compliance Maintenance
Monitor and track caregiver expiration dates for physicals, PPDs, in-services, certificates, and other credentials.
Notify caregivers and coordinate renewals to ensure ongoing compliance.
Prepare files and documentation for audits, surveys, and internal reviews.
Support HR leadership with compliance reporting and data upkeep.
HR Support
Respond to caregiver HR inquiries regarding policies, status updates, renewals, and general HR issues.
Maintain a professional, supportive, and engaging environment for potential and current caregivers.
1–2 years of HR experience, preferably in home care or health care
Knowledge of NYS DOH rules, Medicaid requirements, and home care credentialing standards.
Strong organizational and communication skills.
Ability to manage a high volume of onboarding/HR tasks with strict deadlines.
Ability to work independently
Ability to multitask
Proficiency in HRIS/EMR systems (HHAeXchange or similar preferred).
Bilingual (English/Spanish) required.
