Location: Ras Laffan Industrial City, Qatar (Outside of the Gate)
Project: LPG / Pipeline / Oil & Gas Construction
Client: Qatar Energy / Main Contractor
Employment Type: 6 Months Extendable

Job Purpose:
The HSE Officer is responsible for implementing and maintaining all Health, Safety, and Environmental policies and procedures to ensure compliance with Qatar Energy (QE) and Ras Laffan Industrial City (RLIC) standards. The role ensures that work is carried out safely and efficiently, minimizing risks to personnel, equipment, and the environment.
Key Responsibilities:
- Implement and monitor project HSE plans, policies, and procedures in line with Qatar Energy and RLIC HSE standards.
- Conduct daily site inspections and ensure compliance with permit-to-work (PTW) and risk assessment requirements.
- Identify potential hazards, unsafe acts, and unsafe conditions, initiate corrective and preventive actions.
- Support in preparing Job Safety Analysis (JSA) and Toolbox Talks (TBT) for all critical activities.
- Ensure proper implementation of lockout/tagout (LOTO) and confined space entry procedures.
- Report and investigate near misses, incidents, and accidents; prepare incident reports and follow up on corrective actions.
- Conduct HSE training and awareness sessions for site staff and workers.
- Maintain records of PPE issuance, HSE inspections, and safety meeting minutes.
- Liaise with RLIC HSE Department and client representatives during audits and inspections.
- Ensure emergency preparedness, firefighting readiness, and first-aid compliance at site.
Qualifications & Certifications:
- Bachelor’s Degree / Diploma in Engineering or Science.
- NEBOSH International General Certificate (IGC) 3 – Mandatory.
- Qatar Energy (QE) / RLIC HSE Officer Approval – Required.
- First Aid & Fire Warden Training – from Qatar Civil Defense-approved institute.
- H2S Awareness & BA (Breathing Apparatus) Training – OPITO or QE-approved.
- Work Permit Receiver (WPR/PTW) Certification – Preferred.
- IOSH Managing Safely – Preferred.
Experience
- Minimum 3–5 years of HSE experience in Oil & Gas / EPC / Construction projects.
- Previous experience in Ras Laffan, Mesaieed, or QE-approved sites preferred.
- Proven track record in implementing and maintaining safety systems on large-scale industrial or pipeline projects.
Skills & Competencies:
- Strong knowledge of QatarEnergy HSE procedures and RLIC permit system.
- Excellent communication and reporting skills in English.
- Ability to conduct training, risk assessments, and incident investigations.
- Strong leadership and coordination skills with multicultural teams.
- Proactive, analytical, and detail-oriented approach to HSE compliance.
