Job Purpose

The HSE Officer is responsible for implementing, monitoring, and maintaining health, safety, and environmental systems on roads and infrastructure projects. The role ensures compliance with local regulations, client requirements (Ashghal), and company HSE standards to promote a safe working environment on all project sites.

Key Responsibilities

  • Implement and enforce the project-specific HSE Plan, policies, and procedures.
  • Ensure compliance with Qatar Construction Specifications (QCS), Ashghal HSE requirements, and local regulatory standards.
  • Conduct daily site safety inspections and report unsafe acts, unsafe conditions, and non-compliances.
  • Monitor high-risk activities such as excavation, trenching, road works, heavy equipment operation, lifting, hot works, confined spaces, and traffic diversions.
  • Ensure proper work permits (PTW), Method Statements, and Risk Assessments are followed.
  • Investigate near-misses, accidents, and incidents; prepare reports and corrective action plans.
  • Conduct Job Safety Analysis (JSA) and hazard identification (HAZID) for all critical tasks.
  • Conduct toolbox talks (TBT) and safety induction sessions for workers and subcontractors.
  • Promote HSE awareness and ensure workers understand safety rules related to roads and infrastructure projects.
  • Maintain HSE logs, inspection reports, permit records, and daily/weekly safety reports.
  • Ensure proper documentation as per ISO 45001, ISO 14001, and client HSE guidelines.
  • Support emergency drills, evacuation plans, and first-aid arrangements at site.
  • Ensure availability of safety equipment, PPE, fire extinguishers, and barricading.

Qualifications & Experience

  • Diploma or Bachelor’s Degree in Engineering / Occupational Health & Safety or related field.
  • Minimum 5–10 years of HSE experience in Roads & Infrastructure projects.
  • Nebosh IGC certification mandatory.
  • Valid HSE training certificates (IOSH, OSHA, First Aid, Fire Safety).
  • Experience with Ashghal projects highly preferred.
  • Strong knowledge of road safety, traffic management, trenching, excavation, and utilities work.
  • Strong knowledge of HSE standards, QCS 2014, and Ashghal HSE requirements.
  • Good communication and reporting skills.
  • Ability to manage multicultural workforce.
  • Strong observation and hazard identification skills.
  • Good command of MS Office and safety reporting tools.

Job Type: Permanent

Pay: QAR5,500.00 per month
