Job Description

At Quaise Energy, Inc., the HR Manager plays a pivotal role in leading and scaling the people function to meet the needs of a fast-growing and technically driven organization. As we expand across geographies and disciplines, this role is responsible for developing and managing key HR programs while ensuring a consistent, people-first experience across the company.

This position will lead recruitment strategy, especially for technical and engineering roles, while overseeing onboarding, compliance, benefits, employee relations, and the implementation of policies that reflect the values and culture of Quaise. The HR Manager will partner closely with project managers and may supervise HR staff or contractors as the department grows.

Additional responsibilities include maintaining a positive corporate culture, promoting a safe and creative work environment, identifying and supporting opportunities for external collaborations, and other activities designed to improve Quaise.

  • Lead full-cycle recruitment for key roles, with an emphasis on technical and engineering positions.
  • Develop scalable hiring practices, build talent pipelines, and drive employer branding strategies through career fairs, networking events, and partnerships.
  • Oversee onboarding processes to ensure smooth integration of new hires, that aligns with our culture and operational goals.
  • Administer employee benefits programs and open enrollment processes.
  • Support and guide employees and managers on a variety of HR matters, including performance, conflict resolution, and workplace concerns.
  • Ensure compliance with federal, state, and local employment laws by partnering with leadership on best practices and oversight of reporting requirements.
  • Collaborate on the development and refinement of HR policies, procedures, and employee handbook content; facilitate clear communication and provide guidance to ensure consistent understanding and application.
  • Supervise and mentor HR team members, contractors, and interns as assigned.
  • Manage and ensure data integrity across HR systems (HRIS, Payroll, ATS); generate reports for headcount, compliance, and strategic planning.
  • Lead or support initiatives related to employee engagement and internal communications.
  • Support leadership in performance management processes and organizational planning.
  • Conduct or coordinate pulse surveys and compile actionable feedback for leadership.
  • Assist with safety compliance, including site visit documentation and OSHA-related activities.
  • Performs other related duties as assigned.

Competencies

  • Proven leadership in recruiting and hiring strategy, especially in technical and scientific fields.
  • Strong understanding of HR compliance, employment law, and multi-state HR operations to ensure fair and ethical practices.
  • Strong relationship-building skills with both candidates and employees across all levels of the organization.
  • Proficient in applicant tracking systems (ATS), HRIS platforms, and other recruitment tools to streamline hiring and reporting.
  • Familiarity with payroll systems and processing is a plus.
  • Maintains high ethical standards and handles confidential information with discretion.
  • Able to address employee concerns, manage conflict, and support a positive workplace culture.
  • Well-organized with strong time management skills.
  • Clear and professional communicator, with excellent verbal and written abilities.

Supervisory responsibilities

  • Collaborate with cross-functional teams to lead or support HR initiatives such as recruiting process improvements, employee engagement efforts, policy updates, and safety compliance.
  • May oversee the work of contractors, temporary staff, or vendors to ensure alignment with company policies and safety standards.
  • May provide guidance and mentorship to interns or temporary employees to support their professional development and successful project contributions.

Education and Experience

  • Bachelor’s degree in Human Resources, Business Administration, or a related field preferred.
  • 5-8 years of progressive HR experience, with at least 2 years in a people management or senior generalist capacity.
  • Experience supporting high-growth or technical organizations preferred.
  • Familiarity with employment laws and HR best practices across multi-state operations.
  • Familiarity with payroll processing is a plus.
  • PHR or SHRM-CP (or equivalent) certification preferred.

Physical requirements

  • The employee is regularly required to stand, sit, walk, stoop, kneel, crouch or crawl, as well as use hands to feel, reach, grasp, handle, or operate objects, tools and/or controls.
  • The employee must be able to lift, push, pull, transfer, or move items up 20 pounds at times for departmental needs.
  • Occasional travel may be required for conferences, recruiting events, or to visit various job sites and locations to complete tasks.
  • Must have sufficient vision and hearing to review and comprehend written and electronic materials, communicate effectively with employees, and participate in meetings and presentations.

Pay: $130,000.00 - $145,000.00 per year
