Description

Investigator - Office of the Inspector General


Under general supervision, conduct investigations under the authority of the Inspector General concerning incidents of possible waste, abuse, fraud, or corruption by any public servant, city agency, program or official act, contractor and subcontractor providing goods and services to the city, business entities seeking contracts or certification of eligibility for city contacts and persons seeking certification of eligibility for participation in any city program.

Examples of Duties

  • Interview subjects, targets, witnesses, and parties who may have relevant information pertaining to the investigation and to verify and/or corroborate allegations which resulted in the investigation.
  • Conduct stationary and mobile surveillance on individuals involved in investigations.
  • Obtain information, conduct interviews, inspect, or evaluate outside the office, both within and outside City limit, as required.
  • Collect, analyze, and interpret information, hard copy or electronic documents, data and physical evidence associated with investigations.
  • Organize and document statements, observations, and evidentiary materials gathered during the investigation. Prepare internal memorandums and/or case reports on all investigative action taken and make findings and draw conclusions based on evidence obtained during the investigation.
  • Maintain and organize records of all information and material pertinent to open investigations.
  • Identify, label, and store evidence in secure place to ensure the integrity of all pertinent evidence and information gathered during the investigation or process. Update status of investigation in Office of Inspector General electronic record management system during the progression of the investigation.
  • Maintain a log of all complaints, audits, investigations, or any other matters assigned to the investigator and ensure timely completion of all assigned matters.
  • Interact with Detroit Office of Inspector General Audit and Legal staff to ensure accuracy and completeness of Office of Inspector General (OIG) investigations and audits.
  • Provide information and testimony pertaining to OIG investigations/audits in civil actions or criminal proceedings. May be named as a defendant in civil lawsuits.
  • Assist or actively participate in the development and administration of internal or external training presentations, as required.
  • Represent the OIG by attending and/or participating in council sessions, community meetings, and any professional conferences and associations.

Minimum Qualifications

Qualifications (required):

  • High School Diploma or G.E.D. (General Education Development) equivalent.
  • Four (4) years of experience in law enforcement investigatory work or related field.
Qualifications (preferred):
  • Bachelor’s Degree in Criminal Justice, Government or Public or Business Administration.

RETIREMENT BENEFITS
City Employees Retirement System
As a regular City employee you automatically become a member of the General Retirement System. This entitles you to a retirement allowance after:
  • Completion of thirty (30) years of service;
  • At age sixty (60) if you have at least ten (10) years of service, or
  • At age sixty-five (65) with eight (8) years of service.
  • In the event of disability, other eligibility rules apply);
  • An early, actuarially reduced, retirement is offered after you have attained at least twenty-five (25) years of service;
  • Employees are vested after ten (10) years of service, regardless of age.
