Job Description:

NDi is seeking a detail-oriented IT Procurement Specialist to support a major federal IT operations program at NSWCDD. This role provides hands-on acquisition and procurement support for IT hardware, software, services, and enterprise technology requirements. The IT Procurement Specialist will assist technical and program teams by preparing accurate procurement packages, conducting market research, coordinating with vendors, and tracking IT acquisition actions through the Navy's approval systems.

This position requires strong organizational skills, familiarity with federal acquisition environments, and the ability to manage procurement documentation in a high-volume, fast-paced operational setting.

Requirements:

  • U.S Citizenship required.
  • Active Secret Clearance required.
  • This position requires 5 days onsite in Dahlgren, VA. Please note that up to 40% remote work may become available but this determination will be made at a later stage.

Qualifications and Experience:

  • Bachelor's degree in Business, Supply Chain, Information Technology, or a related field preferred.

  • Two (2) years of professional experience in acquisition support, including preparing procurement packages and developing artifacts required for procuring activities.

  • Experience conducting market research and gathering vendor quotes for IT hardware, software, and services.

  • Experience preparing, submitting, and monitoring IT Purchase Requests through the Navy Information Technology Approval System (NAV-ITAS).

  • Knowledge of federal procurement processes, documentation requirements, and approval workflows.

  • Strong research and documentation skills.
  • Ability to manage multiple concurrent procurement actions.
  • Experience working with IT asset inventories and approval systems.
  • High attention to detail and quality assurance.
  • Ability to collaborate with technical, financial, and program teams.
  • Strong organizational and problem-solving skills.

Preferred Skills:

  • Familiarity with FAR/DFARS, DoD procurement practices, and Navy acquisition workflows.
  • Experience supporting DADMS/NAV-ITAS submissions, ITPR packages, and lifecycle management of IT assets.
  • Strong communication and customer service skills when interacting with stakeholders, vendors, and government personnel.
  • Ability to create, maintain, and track procurement documentation accurately and efficiently.

Responsibilities

ProcurementAcquisition Support:

  • Prepare complete, accurate procurement packages and acquisition artifacts for Government review and approval.
  • Conduct market research and gather vendor quotes in accordance with Navy and federal requirements.
  • Coordinate with technical SMEs to validate requirement specifications and procurement needs..

NAV-ITASIT Purchase Requests:

  • Prepare, submit, and monitor IT Purchase Requests through NAV-ITAS.
  • Track approval status, follow up on submissions, and maintain accurate procurement records.
  • Support Government stakeholders and contracting personnel with documentation, updates, and reporting.

Vendor CoordinationDocumentation:

  • Communicate with vendors to obtain quotes, resolve questions, and clarify requirements.
  • Maintain organized procurement files, records, and tracking spreadsheets.
  • Assist with ad-hoc procurement data calls and reporting needs.
