This consultancy is funded for a duration of 9 months.

Duties and responsibilities:

• Design and Facilitate Consultations

o Develop consultation questionnaires for in-person discussions with Afghan communities, including legal professionals, community leaders, NGOs, and other relevant stakeholders in Pakistan and in complementary pathways destination countries

o Collaborate with UNHCR to design and deploy online surveys and alternative methodologies (e.g. cellphones, social media etc.) to complement in-person interviews.

• User Research and Analysis

o Conduct focus group discussions (FGDs) and desk research to develop user personas and journey maps, including profiles and assessments of digital literacy levels.

o Work closely with project focal point and developers to translate concepts and help define interface and user requirements for intuitive user experiences.

• Stakeholder Engagement

• Mapping and Assessment

o Conduct a comprehensive mapping of existing legal services available to Afghans in Pakistan and selected receiving countries.

o Understand what tools, resources and networks the Afghan community in Pakistan is currently using to access information Map existing complementary pathways solutions for Afghans and engage with NGOs, lawyers and authorities in receiving countries to gather insights from refugees who have departed via third-country solutions.

o Gather and visualize relevant policies, procedures and forms related to exit/entry/stay from Pakistan to a range of third country options (must be disaggregated in AGD)

• Review and Risk Analysis

o Undertake a risk assessment to identify potential risks in tool development (e.g., data protection) and propose mitigation measures.

• Reporting and Recommendations

o Draft a final report summarizing key findings from surveys and consultations, including actionable recommendations.
