The Opportunity
WSDOT is seeking a skilled technical engineer to provide senior-level oversight, technical leadership, and engineering expertise for overseeing state and federal grant-funded public transportation capital construction and infrastructure projects. This position will support the successful development and delivery of complex, high-risk multimodal transportation investments by ensuring projects are planned, designed, constructed, and administered in compliance with legislative intent, grant program requirements, and applicable state and federal regulations. Responsibilities include technical oversight of approximately $600 million in public transportation capital investments, including contract and regulatory compliance, risk management, project delivery support, and implementation of technical analysis, policies, and standards.

What to Expect
Among the varied range of responsibilities held within this role, the Lead Project Delivery Engineer will:
  • Provide senior-level technical oversight of a small team managing capital construction projects led by grantees.
  • Apply advanced professional engineering judgment to oversee complex, high-risk grantee-led projects.
  • Serve as the Transportation Technical expert and senior technical authority.
  • Provide expert guidance in project risk identification and mitigation, lead team activities in financial oversight and administration of state-funded projects and otherwise support capital investments.
  • Ensure project compliance with applicable state and federal engineering standards, funding requirements, and regulatory obligations.
  • Provide strategic technical advisory support to the Program Manager related to project delivery methods, risk management strategies and performance outcomes.
  • Coordinate as a technical expert with grantees, internal and external WSDOT partners, and partner agencies.
  • Ensure compliance with environmental, right-of-way, ADA, and other applicable requirements, lead construction project closeout and inspection documentation review.
  • Manage the review and approval of invoices, contracts, and amendments.
  • Investigate and assist in resolving project disputes, including the analysis of financial impacts and complex schedule delays.

Qualifications
To be considered for this opportunity, the following competencies are required:
Civil Engineering Expertise
  • Extensive experience in leading or overseeing capital construction projects through planning, environmental review, design, and construction.
  • Extensive experience, education, or training in transportation engineering, planning, or related fields.
  • Advanced understanding of construction policies, processes, and engineering principles.
  • Familiarity with applicable state and federal regulations, such as environmental documentation including NEPA, Uniform Act, BABA, Buy America, and others.
  • Extensive knowledge and skills to use advanced engineering judgment in identifying transportation challenges and potential risks before they materialize and develop recommendations for mitigation.
Leadership Skills
  • Ability to lead teams in generating and implementing workable, useful, and appropriate courses of action in response to evolving situations.
  • Experience communicating complex policy, project, and technical information effectively using verbal, written, and visual communication skills to a diverse audience, including program/project managers, executives, internal and external stakeholders.
  • Ability to lead and serve as a key member on various internal and external teams to collaboratively make decisions, and prepare well-developed programs, projects, systems, and reports in alignment with WSDOT and partners’ priorities.
Project Management Expertise
  • Demonstrated experience managing complex processes including the transition from traditional approaches to project delivery to implementing new methods and practical, innovative solutions.
  • Extensive knowledge of project management, performance evaluation, and conflict resolution best practices and ability to apply them in a wide variety of situations.
  • Ability to develop and implement project evaluation techniques and tools.

It is preferred that qualified candidates also demonstrate:
  • Technical Leadership & Guidance: Ability to provide clear guidance to staff within Public Transportation Division and within the public transportation arena for optimized scoping procedures and consistent review and prioritization methods.
  • Communication & Stakeholder Support: Extensive experience in clearly reporting on transportation issues and challenges to program/project managers and external stakeholders in clear and understandable terms.
  • Transportation Project Delivery: Experience with design standards, engineering principles, and project delivery processes related to transportation capital construction and infrastructure projects.
  • Strategic Planning & Program Development: Ability to work with teams and stakeholders to identify business requirements and develop qualitative and quantitative project and program goals.
  • Engineering Compliance & Professional Practice: Credentials to sign, seal, and date final plans, specifications, and estimates in Washington State.
  • Program & Resource Management: Ability to develop and manage staff, consultants, budgets, timelines, resources, and contracts, and organize and prioritize work despite tight deadlines, multiple stakeholders, and competing priorities. Monitor and report progress toward goals.
  • Mentorship & Staff Development: Extensive experience, knowledge, and credentials to train and mentor junior team members on an engineering career path.

  • In addition to base salary, employees may be entitled to other forms of compensation depending on the type, duties, or location of the position.
