1. Background

CESVI Foundation-ETS, with the support of the Italian Agency for Development Cooperation, is implementing a comprehensive project on ‘Resilience & Adaptation by Fostering Anticipatory Action (RAFAA),' in collaboration with the Food and Agriculture Organization (FAO). The project aims to strengthen Pakistan’s institutional and community-level resilience against the growing impacts of climate change. Its overarching impact is to bolster national capacity to manage climate risks through sustainable adaptation practices and improved governance frameworks. The main outcome is to ensure that communities in Sindh demonstrate enhanced adaptive capacity and resilience to climate-induced shocks and disasters. This is to be achieved through anticipatory action (AA), robust disaster risk reduction (DRR) mechanisms, improved livelihoods, and the adoption of climate-smart strategies. The Team Leader-AA will be responsible for supporting the Project Coordinator's overall management, coordination, and implementation of project activities in the project intervention areas, ensuring technical quality, alignment with donor requirements, and close collaboration with government counterparts, communities, and humanitarian partners.

2. Role Purpose:

Livelihoods and DRR Officers will be responsible for the planning, implementation, and monitoring of project activities related to DRR, agriculture, and sustainable livelihood development. The Livelihoods and DRR Officers will ensure that interventions are community-driven, contextually appropriate, and aligned with both organizational strategies and donor requirements.

3. Key Responsibilities

a. Risk Assessment and Resilience planning

• Initiate contacts with potential target communities by visiting villages and meeting with residents, key stakeholders, existing CBOs (Community Based Organizations), appointed representatives, focus groups (youth, women, elderly), and any other relevant person.
• Organize and facilitate general meetings and focus group discussions to introduce the project, gather information on community needs, and identify potential solutions.
• Support the formation or strengthening of community-based DRR committees.
• Facilitate vulnerability assessment and formulation of community-led resilience plan, etc.

b. Planning and Implementation

• Support the development and execution of project work plans related to DRR, agriculture, and livelihood components.
• Promote climate-smart agricultural practices, improved farming techniques, and sustainable resource management.
• Identify and support livelihood opportunities tailored to local contexts, including vocational training, income-generating activities, and market linkages.
• Provide technical support to farmers, community members, and local partners through training sessions, demonstrations, and regular field visits.
• Wherever requested, help the community establish CBOs that represent the community, or particular groups within the community, and support the project staff in the implementation of the project activities.

c. Monitoring and Support

• Organize and hold general and focus group meetings to introduce CESVI and its strategy and activities in the country, and to collect information on the current situation of the community (problems, needs, gaps, vulnerabilities) and ideas on possible responses and solutions.
• Follow, supervise, nd monitor the implementation of the activities in the field, as requested by the PM, the PC, or the heads of the support units (logistics, engineering, M&E, etc.)
• Address and solve problems that might arise between the community and CESVI, or among community members, during and because of the implementation of the project activities, reporting, or handing over, if the case, to the project management, the most sensitive and serious ones.
• Any other job-related task assigned by the supervisor.

4. Qualifications:

a. Education

Bachelor’s degree in DRR, Agriculture, Development Studies, Climate Change, environmental science, and forestry, or related fields.

b. Experience:

• Minimum of 03 years of relevant professional experience in a similar position in NGOs/INGOs.
• Experience working on risk assessment and community-led resilience plan
• Familiarity with gender-responsive approaches and inclusion of vulnerable groups.
• Strong facilitation, communication, and participatory training skills.
• Basic knowledge of record-keeping, reporting, and coordination with local government.
