Our client is looking for a Logistics & Customs Manager to be based in Yanbu, KSA.
Responsibilities
- Logistics & Customs Clearance Management: Possess deep expertise in Saudi Customs regulations, clearance procedures, documentation requirements, and import restrictions for various products, especially industrial equipment and raw materials.
- Personally handle or guide the team in resolving complex customs clearance exceptions, demonstrating the ability to "solve problems" at critical moments.
Government & Public Relations Core
- Establish and maintain solid, effective working relationships with the Ministry of Industry and Mineral Resources and its various subordinate functions (e.g., Industrial Development, Licensing Services, Localization Requirements).
- Maintain smooth communication with other government departments such as Saudi Customs, ZATCA (Zakat, Tax and Customs Authority), and the Transport General Authority.
- Oversee the application for permanent/temporary tax exemptions for all investment projects within Saudi Arabia, with a focus on industrial projects. Must be highly proficient in various incentive policies under the Saudi Investment Law.
- Lead communication, negotiation, and relationship management with relevant government agencies such as the Ministry of Industry and Mineral Resources and the Ministry of Investment of Saudi Arabia to ensure successful approval and ongoing compliance of exemption applications.
- Continuously monitor developments in Saudi Arabia's tax exemption policies, providing proactive tax planning and risk early warning to the group.
Compliance & Risk Management
- Ensure 100% compliance of all logistics and tax operations with local Saudi laws and regulations, avoiding any potential fines, cargo detention, or operational disruption risks.
- Establish internal compliance review processes and conduct regular audits of related operations.
Qualifications & Experience
- Must have a minimum 5+ years of hands on work experience in Saudi Arabia.
- Must have full-cycle customs clearance experience for importing large/complex equipment or project materials into Saudi Arabia.
- Must have full familiarity with the organizational structure, functional divisions, and operational procedures of the Saudi Ministry of Mineral Resources.
- Must have independent, end-to-end experience in successfully handling the full-cycle application for tax exemptions on industrial projects in Saudi Arabia (from submission to approval).
- Must have a proven track record of directly engaging with officials at various levels within this ministry and successfully advancing matters. Candidates who can provide verifiable reference contacts are preferred.
- Must be familiar with effective channels and methods for dealing with Saudi Customs.
- Fluency in English is mandatory, with the ability to conduct business negotiations and draft official documents without barriers.
- Proficiency in Arabic is highly preferred.
